Job Duties:

The City of Virginia Beach's Department of Planning is looking for a Comprehensive Planner I/II within the Comprehensive Planning Division. This division provides innovative land use, special area, urban design, transportation planning, and other planning services to help achieve the desired vision for Virginia Beach. The office is composed of staff from multiple disciplines that collaborate with internal and external stakeholders to create and manage places of value and facilitate the future vision of the City.

Specific duties include:

  • Prepare and present detailed reports on comprehensive and special area plans for consideration by the Planning Commission and City Council.
  • Perform data and spatial analysis to be utilized for area and comprehensive plans. Utilization of geographic information systems using ArcMap, ArcGIS online, and ESRI extensions, including story maps; web design; Adobe Creative Suite; and 3D modeling such as SketchUp
  • Assist in resolving citizen and customer issues with comprehensive, area planning, and urban design.
  • Evaluate or assist in the evaluation of rezoning’s, site plans, subdivisions, conditional use permits, variances, and other proposals for consistency with comprehensive or area plans.
  • Act as a liaison between community groups, government agencies, developers and elected officials in developing neighborhood plans, Comprehensive Plans, area plans, or design guidelines
  • Develop planning studies and reports in support of new and updated plans, programs, or regulations
  • Assist transportation planning division with population and employment projections and identification of growth trends or other information to plan for active transportation, transit, roadways, and other transportation services.
  • Perform other job duties requiring skills, knowledge, and physical requirements demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.

Minimum Requirements:

MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to six (6) years in fields such as urban planning that utilize the required knowledge, skills, and abilities. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

Experience in comprehensive planning, area planning or urban design.
Master's Degree in Urban/Regional Planning or related field.
American Institute of Certified Planners (AICP).
Over one (1) year of experience (within the last 5 years) and proficiency in ArcGIS, AutoCAD, and
Microsoft Office. Experience with other mapping tools such as QGIS and Carto can qualify.
Experience reviewing capital improvement program construction documents and commercial site
plans.
Experience giving public presentations.
Experience performing research, analysis, and data gathering for planning reports or completing
state and federal grants.
Experience with local government and intergovernmental relations at regional state and federal
levels.

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
