Job Duties:

The City of Virginia Beach is recruiting for a Planning Administrator to lead the Planning Administration division. Planning Administration consists of Current Planning, Historic Preservation, Environmental Planning and Floodplain Management. The Planning Administrator leads the team providing staff support and professional recommendations to the Planning Commission, Chesapeake Bay Preservation Area Board, Wetlands Board, Historic Preservation Commission, and the Historical Review Board. The Administrator Serves on the Planning and Community Development Leadership team. As a City Manager appointee, this position serves at the pleasure of the City Manager and is not considered part of the merit service as defined in City Code, section 2-75.

The duties include, but are not limited to:

  • Provide direction, supervision, and administration for the Planning Administration Division to ensure Division objectives are met.
  • Prepare and administer the division budget.
  • Provide recommendations and comments to the Director of Planning and Community Development, City Council, City boards and commissions, other city agencies and the public on a variety of planning related subjects; and make presentations and reports to the City Council and other boards and commissions on planning matters.
  • Coordinate staff support and professional recommendations to the Planning Commission, City Council, Chesapeake Bay Preservation Area Board, Wetlands Board, and other agencies associated with the Joint Permit Application process for Waterfront Construction Permits.
  • Serve on various committees as the representative of the Department of Planning and Community Development.
  • Provide recommendations for amendments to codes and ordinances to the Director of Planning and Community Development that improve processes and customer service.
  • Attend and participate in meetings with City Council, Boards, Commissions, and Civic Organizations.
  • Serve as subject matter expert for City legislative processes for discretionary approvals.
  • Coordinate with City Attorney’s Office to assure that Planning Administration supported Boards and Commissions are compliant with the state and local codes and ordinances.
  • Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the Director based on current workloads and department needs.

Minimum Requirements:

MINIMUMS: Bachelor's degree in urban planning, architecture, landscape architecture, or related field and eight (8) years of experience utilizing the knowledge, skills, and abilities associated with such positions as planner, zoning administrator or development review officer OR a combination of education (above high school level) and experience equivalent to twelve (12) years utilizing the knowledge, skills and abilities associated with this position. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Cover Letter

Preferences:

Master’s degree in planning, urban design, landscape architecture or architecture.
Professional certification in Planning
Experience in geographic information systems (GIS), computer aided drafting and design (CADD), or
other design-oriented software.
2 years in a supervisory role.
Experience in municipal government in Current Planning and Environmental Planning
Experience managing projects and personnel
Experience negotiating complex projects
Experience with meeting facilitation
Experience with presentations to appointed/elected officials or similar bodies

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
