This position may be filled as a Code Compliance Officer or Senior Code Compliance Officer, depending on qualifications.

  • Code Compliance Officer full salary range is between $21.74  and $26.63  Hourly
  • Senior Code Compliance Officer full salary range is between $23.97 and $34.75 Hourly

The purpose of this position is to investigate, address and enforce City ordinances and protect the health and safety of the City's citizens. This is accomplished by conducting physical inspections, responding to complaints of code violations and facilitating and investigating illegal dumping and tampering of water services. Other duties may include enforcing State and Federal health and sanitary requirements, assisting the general public, providing administrative support and interfacing with other City employees and citizens. This position assists in providing training to new employees, assisting supervisor with administrative tasks and leading special projects.

 

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.

  • Enforces City codes and ordinances for sign, zoning, and property maintenance violations by conducting investigations, taking photographs, and removing illegal signs. Assists Environmental Health staff with swimming pool violations by issuing notices and citations. Handles more complex cases.
     
  • Responds to complaints about code violations by notifying and informing residents and establishments of violations of City ordinances or Zoning violations. Ability to issue citations and process abatements to meet compliance.
     
  • Investigates violations of illegal dumping and the tampering of water services by responding to reports and proactive inspections. Photographing violations, gathering evidence for court cases, issuing citations, testifying in court and    coordinating the removal and disposal of illegal and/or hazardous material and    debris.
     
  • Assists with developing and implementing new programs, ordinances and procedures by functioning as team leader on special projects and complex cases and assisting in training, assigning, and reviewing work of new and existing staff.
     
  • Assists the general public by answering the telephone, responding to inquiries and providing information on procedures for addressing complaints.
     
  • Provides various form of administrative service by writing notices and citations, generating reports, maintaining files and records, preparing memos and correspondence, inputting case information into a database, researching legal information and reviewing incoming mail.

 

Job Requirements

Education & Experience

  • Work requires knowledge of a specific vocational,  administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency.  Junior college, vocational, business, technical or correspondence schools are likely sources.  Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
     
  • Three years of experience in Code Enforcement or similar position required of which at least two years of experience are in effective implementation of community programs, case management, and/or building and housing inspections.  

Other combinations of education and experience may be considered.

 

Certifications and Other Requirements

  • Valid Class C Driver's License.
  • Must possess Texas Department of Health Basic Code Enforcement Officer certification.
  • Must obtain Texas Department of Health Intermediate Code Enforcement Officer certification within twelve (12) months of employment/promotion. 
  • AACE or ICC, Certified Property Maintenance and Housing Inspector, Certified Zoning Enforcement Officer, or Code Enforcement Administrator preferred.
