Roeland Park a mature first tier Kansas City suburb of 6,800 with an annual budget of $12 million is seeking candidates for a full time Finance Director/Assistant City Administrator position. The position is a key member of the city’s management team reporting to the City Administrator. Position serves as the chief financial officer for the City overseeing accounting, budgeting, debt service, investing and financial reporting activities. Must have considerable knowledge of governmental accounting and the ability to work independently. The position supervises two direct reports and provides professional leadership to staff, elected officials, and assigned committees as well as providing professional policy development, community engagement/education and project management services. The person must have excellent oral and written communication skills as well as exceptional interpersonal skills. POSITION DESCRIPTION

Class Title: Director of Finance and Assistant City Administrator Reports to: City Administrator

ESSENTIAL FUNCTIONS

  • Chief Financial Officer Activities: 50% of time * Serves as chief financial officer, develops financial studies and plans; assists in forecasting, estimating, debt management and analysis, and monitoring the financial condition of the City including arbitrage/rebate compliance.

  • Develops, recommends to the Governing Body, and implements citywide financial policies.

  • Assists with the development of Capital Improvement Program Budget and maintains documentation in CIP Planning software.

  • Oversees accounting and financial management of the City’s funds, trusts, and other accounts and manages City investments.

  • Prepares the comprehensive annual financial report and coordinates execution of the annual audit.

  • Maintains financial records, prepares financial reports and statements and prepares a variety of studies, reports and related information for decision-making purposes. Publish or cause to be published quarterly statements of the financial records of the City in the manner and style provided by law;

  • Establishes and maintains internal control procedures and assures that state and national standard accounting procedures are maintained.

  • Assists in budget preparation and oversees administration of the budget throughout the year, including preparing any budget amendments as needed.

  • Administers debt repayment and special assessments, keeping a record of all special assessments.

  • Makes presentations to the Governing Body and citizens groups and represents the City on committees or task forces.

  • Prepares and keeps suitable fiscal records according to generally accepted accounting principles.

  • Audits all claims against the City for goods or services rendered for the consideration of the Governing Body. All accounts shall properly show the amounts paid from any fund of the City and the cash balance existing in each fund.

  • Administer economic development funds such as TIF, TDD and CID.

  • Keeps an accurate account of all bonds issued by the City, ensures timely payment and manages the issuance of any new debt as approved by Council.

  • Community Development / Neighborhood Services 35% of time 5% of time * Evaluates needs and formulates short and long range plans to meet needs in all areas of responsibility, including community planning and economic development.

  • Works in conjunction with Neighborhood Services personnel for all property development related to permitting and application documents, such as redevelopment plans, rezoning applications, plats, etc.).

  • Assists the City Administrator with negotiation of development agreements and economic development incentives.

  • Works with private sector partners to develop opportunities for development and redevelopment within the City.

  • Evaluates issues and options regarding municipal community development and makes recommendations.

  • Evaluates or supervises the evaluation of land use, development, or redevelopment proposals for conformity to the comprehensive plan and other plans and to the zoning, floodplain, storm water management, and other codes and ordinances of the City.

  • Supervises Neighborhood Services staff to ensure City Code and Property Maintenance Codes are being efficiently and effectively enforced within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff and directs changes as needed.

  • Governing Body, Liaison, and Other Management Activities: 15% of time * Meets and confers with the Governing Body.

  • Responds to Governing Body requests and concerns; assuring accuracy and timeliness.

  • Attends City Council and Committee meetings.

  • Represents City on various committees.

  • Fills in for the City Administrator in his/her absence.

  • Oversees city communication as performed by the public information officer, edits and designs the city newsletter, ensures the City’s website is up to date in coordination with the City Clerk.

  • Ensures implementation and management of various City programs and special projects as assigned.

  • Makes recommendations to the Governing Body on updates to the City Code and City policy to improve staff performance, city processes and/or customer service.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Thorough knowledge of planning and zoning, and codes administration.

  • Extensive knowledge of economic development, redevelopment, capital projects programming and planning.

  • Ability to read and interpret codes, ordinances, legal descriptions, maps, aerial photographs, plans and construction plans and other related documents.

  • Proficiency in the use of a personal computer.

  • Able to understand and follow simple oral and written instructions and adhere to prescribed departmental routines.

  • Able to organize and prioritize multiple tasks.

  • Able to communicate clearly and concisely, orally and in writing, and to maintain effective working relationships with superiors, other employees, city elected and appointed officials, and the general public.

  • Able to deal with a variety of customers professionally and cheerfully, even under pressure.

  • Maintains confidentiality and discretion as a rule.

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in business, finance, accounting, planning, public administration or a closely related field with a minimum of five years experience in municipal government finance or community development position with at least three years of progressively responsible supervisory or managerial experience, or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

  • Ability to speak, write and understand the English language, required.

  • Must comply with City policy on use of City or privately-owned vehicles for City business.

  • The applicant must pass a background check.

Physical/ Sensory Requirements: While performing the duties of this class, an employee is regularly required to sit for long periods; stand; talk and hear both in person and by telephone; and use hands to operate, finger, handle or feel office equipment; and reach with hands and arms. The employee is occasionally required to walk, climb, stoop or bend and lift up to twenty five pounds.

Specific vision abilities required by this job include close vision and the ability to adjust focus. The employee works under typical office conditions, and the noise level is moderately quiet.

Environmental Requirements: The working environment of the City Clerk involves exposure to conditions generally found in an office setting. The City Clerk works with office equipment, such as computer hardware and software applications, telephone, fax machine, copy machine, and postage meter.
