Position Summary:

Under administrative direction, the Director of Human Resources is responsible for directing the staff and activities of the Human Resources and Risk Management divisions and for developing City strategies by providing recommendations to City management in accordance with organizational goals and objectives. This position has responsibility for final approval of budgetary recommendations and monitoring the progress toward fiscal objectives and adjusting plans as necessary; Performs related duties as required.

Essential Job Functions:

  • Acting as a champion of the City's core values and utilizing them to drive a positive business culture that focuses on respect, accountability, customer centricity, and transparency across the organization; This is the key deliverable to the organization.
  • Plans, organize and directs the staff and activities of the Human Resources and Risk Management divisions. 
  • Develops City strategies by identifying and researching human resources and risk management issues to contribute information, analysis, and recommendations to City management. 
  • Promotes interdepartmental collaboration and coordination of City initiatives.
  • Develops Human Resources and Risk Management operational, and financial strategies for retirement, safety, health, and benefit plans by estimating, forecasting, and anticipating requirements, trends, and variances; aligning budgetary resources; developing action plans; measuring and analyzing results; initiating corrective actions; and minimizing the impact of variances.
  • Develops, recommends and implements policies conforming to local, state and federal compliance in all areas of employment law to assist the City Manager in the establishment and revision of policies and procedures; determines and recommends employee relations practices necessary to establish a positive employer-employee relationship.
  • Directs, plans, and provides oversight of the Human Resources and Risk Management programs; establishes wage and salary standards, pay policies, performance appraisal programs, employee benefit programs and services and monitors for effectiveness and cost containment; establishes standard recruiting and placement practices and procedures; assess training needs and establishes programs to meet their needs; provides assistance to departments and employees as requested.
  • Reviews disciplinary actions and employee appeals through complaint procedures; conducts a continuing study of policies, programs, and practices to keep the City in touch with current practices and informed of new developments. Directs the preparation and maintenance of such reports as are necessary to carry out the function of the department.
  • Oversees budget for the department and approves/recommends fiscal and mid-year budget. Presents budget to City Manager, City Council, and Boards.
  • Oversees, directs, and evaluates departmental staff and approves recommendations for hiring and terminations, handles performance issues and monitors staff work schedules.

Education and Experience:

  • Education: Bachelor’s degree in Human Resources Management, Business Administration, Public Administration, or a related field. A Master’s degree is preferred. 
  • Experience: Seven (7) years of progressively responsible experience in human resources involving staffing, benefits, compensation, employee relations, training, and risk management, including five (5) years of experience in a management capacity. Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above-specified education and experience requirements. 

Knowledge, Skills and Abilities:

  • Knowledge of: Principles, practices, and techniques of public administration; State and Federal laws governing human resources functions; municipal organization and human resources administration.
  • Skill in: Applying management and administrative techniques; communicating effectively both verbally and in writing; delivering concise and informative presentations to a diverse audience; establishing and maintaining effective working relationships; addressing, negotiating, and resolving personnel issues. 

Licenses and Certificates:

Valid driver's license with good driving record and ability to maintain while employed, required.

CJIS Fingerprint Check, required.

Certification through the Society for Human Resources Management or Human Research Certification Institute is preferred.

Work Environment: 
Works primarily in climate controlled office environment. Physical demands are sedentary in nature involving a certain amount of walking, reaching, and standing in the performance of job duties. Requires little physical effort in working with light, easy to handle (up to 10 lb.) materials.
