Position Summary

Starting Hiring Range: $95,180.80 - 121,347.20

Under general direction, this position supervises the Accounting staff. Oversees debt analysis, structuring of bond issues, investments and cash management, and month-end and year-end closing processes. Serves as the financial grant administrator for the City. Performs other duties as assigned.

Essential Job Functions

Responsible for managing month-end and year-end closings, and prepares reports for management. Responsible for daily operations of the Accounting staff. Supervises, trains, and evaluates assigned employees.  

Supervises the accurate preparation and timely distribution of the monthly financial reports and general ledger. Coordinates weekly accounts payable cycle, accounts receivable, and maintenance of the City’s fixed assets system.

Assumes responsibilities of the Finance Director in their absence, including the preparation of agenda items and supporting documents for City Council meetings. Provides support to other departments and may lead projects utilizing certain non-subordinate Finance Department staff. Prepares and plans audit field work and work papers for the City and component units. Prepares the Annual Comprehensive Financial Reports for the City and component units. Monitors transaction postings for all funds and accounts to ensure compliance with GAAP. Reviews and reconciles revenues on quarterly basis. Records and reconciles tax payments. Responsible for city investments and cash management. Assists the Director in debt analysis and structuring. Assists with evaluations of bond issues and tracking of bond funds. Monitors, tracks, and reports grant funds. Tracks for single audit compliance. Creates and submits various state and federal reports. Administrator of online banking, FEMA, and Federal Forfeiture fund reporting portals. Serves on the Emergency Management team for the City. Responsible for regular attendance and arriving to work on time.

Education and Experience

Bachelor’s degree from an accredited college or university with major course work in Accounting. Minimum of four years of municipal finance experience, including two years of supervisory experience. 
 
Certificates and Licenses 

Valid Texas Class “C” Driver’s License. Must have and maintain acceptable driving record as established by the City of Midlothian driving standards.

Knowledge, Skills and Abilities

Thorough knowledge of financial analysis, methods of budget analysis and control, fiscal impact, performance indicators, and accounting theory, practices, and procedures. Knowledge of mainframe accounting systems used to gather, compile, and extract information. Thorough knowledge of computerized accounting systems, regulations governing fiscal record keeping, and capital improvement systems. Skill in the use of INCODE financial system is preferred. Must possess ability to examine and verify financial documents and reports. Ability to communicate effectively, both orally and in writing. Ability to present financial information to citizens and City Council. Ability to prepare a variety of financial reports and analyses. Knowledge and skill in the use of automated management information systems. Knowledge of grant reporting and federal filing of emergency funds. Understanding of operation and management of online banking. Ability to supervise professional and support personnel. Ability to establish and maintain effective working relationships with co-workers, city officials, and the general public.  
 
Special Requirements

May be required to work nights and weekends.
 
Work Environment 

Work primarily performed in climate-controlled office environment. The noise level in the work environment is usually quiet.
 
Physical Demands

Physical demands are primarily sedentary. Requires light lifting (up to 10 lbs.), sitting, walking, and standing. Work performed may cause fatigue of eyes and other faculties because of fairly continuous use of motor senses.
