SUMMARY OF POSITION

This position plans, oversees and provides executive management for Fleet Business services and fueling operations. Business Services includes budget and grant management, accounts payable, procurement, fuel management, motor pool and outside rental, internal billing, fleet management system IT support and coordination, and quality, safety and environmental management systems. Assigns and reviews performance of subordinate managers and supervisors, administers financial and budgetary management, performs operations review, provides administrative direction, and monitors quality control to ensure effective departmental performance.

Essential Functions/Knowledge, Skills, & Abilities

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Reviews, evaluates, and monitors budget allocation, employee assignments, objectives, and performance of subordinate managers and supervisors. Recommends changes to Director and makes reassignments of resources for the improvement of fleet services and management.
  • Coordinates, facilitates, and directs all fleet business services, fueling, management, and resource allocations with department executives, and executives in other departments.
  • Monitors, oversees, and monitors progress of service delivery elements through procedures and strategies to accomplish timely and effective utilization of available services.
  • Evaluates and analyzes monthly management reports, service reports, and operations to make budgetary recommendations and to make strategic decisions.
  • Reviews and approves personnel actions including hiring, training, performance evaluations and other personnel actions to ensure productivity and quality standards are maintained.
  • Utilizes various computer programs, which includes Oracle, Naviline, City Works, and other software that is needed; Completes upgrades to software as needed regarding fleet related software to ensure accurate and efficient service delivery.
  • Performs fieldwork and communicates with Technicians.
  • Assists with agenda items, and amendments, fee schedules, and other special projects as needed.
  • Manages and coordinates special research requests to improve fleet management and coordinates responses to the City Manager, City Council, or other departments to provide accurate and timely results.
  • Oversees administration of the department including department's operating budget; recommends changes to Director to resolve budgetary problems.
  • Identifies areas of quality management to enhance productivity through improved work procedures and practices, improved communication and accountability.
  • Represents the City at local, state, and national organizations and at professional activities to maintain the image of the City and to create public support for departmental programs.
  • Supervises through subordinate staff the hiring, training, performance evaluations and other personnel actions to ensure productivity and quality standards are maintained.
  • Performs any and all other work as needed or assigned.

  • Ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs.
  • Ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form.  Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Ability to exercise the judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.
  • Ability to perform semi-skilled coordinated movements, such as utilizing mechanic tools, diagnostic instruments, two-way radio and operating a computer terminal and various office equipment.

Required Qualifications

MINIMUM QUALIFICATIONS

Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute for the below specified education and experience requirements.

Bachelor's Degree in Business, Accounting, or a related field, supplemented by seven (7) years of experience in budget management, financial analysis, fleet management or fuel servicing. A minimum of three (3)  years of managerial experience required.

CONDITIONS OF EMPLOYMENT

  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver’s License

Physical Demands/Supplemental

PHYSICAL DEMANDS

Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

WORK ENVIRONMENT

This job does require exposure to certain environmental conditions.   Tasks may require working near moving mechanical parts over two-thirds of the time. Tasks may require working in wet or humid conditions (non-weather), extreme cold and extreme heat (non-weather), outdoor weather conditions and exposure to vibration and contact with fumes or airborne particles between one to two-thirds of the time. Less than one-third of the time, tasks may involve exposure to toxic or caustic chemicals and risk of electric shock.
