JOB SUMMARY

Under general supervision, performs a wide range of accounting technical review and account oversight and reconciliation duties. Assists the Director of Finance in planning and directing Finance Department operations including supervision of assigned personal and preparation of the citywide annual budget and comprehensive annual financial report. Prepares technical financial analyses and complex financial reports; manages compliance with City and department policies and procedures, as well as, state and Federal regulations.

 

DUTIES/RESPONSIBILITIES

 

Duties may include, but are not limited to, the following:

  • Assists the Director of Finance with managing Finance Department operations and staff for timely and accurate analysis and reporting of financial and technical information.

  • Assists with organizing and directing Finance Department activities and provides professional‐ level support to the Director of Finance in a variety of areas, including cash management, investments, bond issuances, fiscal studies, City Council agenda items, and other financial reports.

  • Directs Finance Department operations; assures the quality of the financial activities, services, and work products; directs Finance staff; plans, prioritizes and assigns tasks and projects; monitors work, develops staff skills and evaluates performance; meets regularly with staff to discuss and resolve workload and technical issues; develops work plans and assures required deadlines are met; reviews work and verifies the accuracy of financial records.

  • Assists with accounting operations, including preparation and development of the City’s annual financial report and annual audit. Manages technical accounting functions of the City; develops, implements, and maintains financial policies, procedures, and internal controls. Evaluates and analyzes financial issues and recommends solutions, coordinates work with other City departments and public agencies.

  • Assists with budget operations; including preparation and development of the City’s annual operating and capital improvement projects budgets, short and long‐term financial forecasts, and provides support to other City departments in development and execution of budgets. Reviews and processes technical accounting documents, develops financial reports and forecasts, analyzes technical accounting information, and develops recommendations and summary reports.

  • Prepares and presents financial reports and analyses to City Council and assures effective communication of financial issues.

  • Assists with contract management and technical reporting for a variety of grant‐funded programs.

  • Gathers, interprets, and prepares data for studies, reports, and recommendations. Prepares and updates a variety of studies, reports, and related information for decision‐making purposes.

  • Represents the City at various conferences and meetings.

  • Performs other duties as assigned.

SKILLS, KNOWLEDGE, AND ABILITY

  • Knowledge of modern governmental accounting theory, principles, and practices.

  • Knowledge of office automation and computerized financial applications.

  • Knowledge of public finance and fiscal planning.

  • Knowledge of payroll, accounts payable, purchasing, and accounts receivable functions.

  • Knowledge of budgetary, accounting, and reporting systems.

  • Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices and policies, rules, and regulatory reporting requirements.

  • General Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Principles governing public sector financial management.

  • Skill in operating personal computer, including word processing and spreadsheet software, calculator, telephone, copy machine, and other office equipment.

  • Ability to prepare and analyze complex financial reports.

  • Ability to maintain efficient and effective financial systems, internal controls, and procedures.

  • Ability to interpret and apply federal, state, and local policies, procedures, laws, and regulations.

  • Ability to supervise staff effectively.

  • Ability to establish and maintain effective working relationships with the city manager, city departments, city officials, employees and the public.

  • Ability to communicate effectively orally and in writing.

  • Ability to provide excellent customer service and problem resolution.

  • Ability to maintain effective audio‐visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating assigned equipment.

  • Ability to maintain regular and punctual attendance.

 

EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS

  • Must be a U.S. Citizen or eligible to work in the U.S.

  • Must have a High School Diploma or equivalent

  • Bachelor's degree from an accredited (4) four‐year college or university in accounting, finance, business, public administration or related fields

  • Prefer minimum of five (5) years’ experience in governmental accounting and/or finance experience

  • Supervisory experience preferred

  • Must have a valid Texas driver’s license, and currently have and maintain a satisfactory driving record

  • Must pass a background investigation and drug test

  • Must be bondable

PHYSICAL REQUIREMENTS

  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following:

  • Lifting of reports and paperwork, including boxed documents.

  • Sitting for extended periods.

  • Typing and data entry on a personal computer.

  • Driving in the performance of duties.

 

WORK ENVIRONMENT

The majority of work is performed in an office setting and may be subject to ordinary risks typically found in an office environment.
