The purpose of this position is to plan, coordinate and manage all accounting functions of all City funds and account groups.  This is accomplished by managing all aspects of the City’s financial accounting, including accounts payable/receivable, cash collection, fixed assets, internal/external monthly and quarterly financial reporting, and the comprehensive annual audit report.  Emphasis is on monitoring and ensuring compliance with regulations governing municipal accounting activities for internal controls, audit, and integrity of the City’s financial reporting. Other duties may include making presentations, performing administrative duties and interfacing with other City employees and citizens.  This position provides direction to other employees.

 

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
 

  • Manages the Accounting Division including the accounts payable and payroll staff. Supervises departmental staff prepares performance reviews and provides training for new processes. Establishes accounting systems and procedures. Prepares the Accounting Division's budget. Reviews new laws and accounting principles and applies to the accounting system.
     
  • Monitors and ensures compliance with state and federal law, GAAP, and GASB regulations governing municipal accounting activities and reporting and determines the impact on the City.  Completes analytical reviews of balance sheet accounts to confirm accuracy; researches items as needed and prepares corrections to the general ledger. Participates in the development, implementation, and administration of accounting policies, procedures, and internal controls, and establishes goals, objectives, and priorities for area of responsibility.
     
  • Coordinates workflow to ensure timely completion of all accounting functions, including A/P, fixed assets, bank reconciliations, debt payments, continuing disclosure, and accounting transactions.  Resolves complex accounting issues.
     
  • Understands and manages the use of financial software applications, including interfaces from 3rd party vendors; manages software security/roles, maintains the chart of accounts, manages daily accounting processes, month-end and year-end close procedures ensuring reconciliations and substantiation of account balances are completed in a timely manner.
     
  • Performs treasury functions such as maintaining cash controls, monitoring cash requirements, managing investments, maintaining relationships with banking institutions, preparing banking contracts, and participating in debt management.
     
  • Coordinates preparation of monthly, quarterly, and annual financial statements and preparation of the ACFR, including scheduling of staff, communicating with City departments, obtaining statistical data, interfacing with internal and external auditors as the primary contact, and preparation of audit work papers and financial statements.
     
  • Prepares and files monthly, quarterly and annual reports with regulatory agencies.

 

Job Requirements

Education & Experience
 Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:

  • Bachelor’s degree plus four (4) years of progressive municipal government accounting experience

Education must be related to a field such as Accounting. Other combinations of education and experience may be considered.

 

Certification and Other Requirements

  • Valid Class C Driver's License, or the ability to obtain within thirty (30) days of hire.  

  • CPA or CPA-eligible preferred

  • Certified Government Finance Officer preferred

 

Overall Physical Strength Demands

  • Sedentary - Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.
