Description:


Performs complex analytical activities related to the City’s funds, including revenue forecasting, project accounting, and other financial, statistical and performance measure analyses.

  • Assists in the development of the City’s Annual Operating Budget and Capital Improvement Program.
  • Participates in compiling the Budget, CIP and Budget in Brief documents.
  • Develops and maintains financial and statistical models relating to year-end projections, long range revenue forecasting, sales tax and all other assigned governmental and enterprise funds.
  • Assists with monitoring of budget compliance; researches inconsistencies and corrects findings.
  • Responsible for monthly and quarterly financial reporting.
  • Works with departments throughout the organization.
  • Assist in tying Council visioning statements and strategic projects to the annual budget process.
  • Provides analytical support for all development activity that requests subsidies, cost sharing or other utility service agreements. 
  • Responds to inquiries from the general public.
  • Stays current on changes in Generally Accepted Accounting Principles, including Government Accounting Standards Board pronouncements.
  • Assist with the maintenance upkeep with the City-wide planning module, Adaptive.

MINIMUM QUALIFICATIONS:

Budget Analyst

Education, training and Experience Guidelines

Bachelor's degree from an accredited college or university with major coursework in public administration, finance, business, or related field. One (1) year of full-time work experience in a financial or municipal environment is required. Previous work experience must relate to budgeting, finance and/or revenue projections. A Master’s degree in Public Administration or Business Administration is highly desirable. A Master’s degree may substitute for two (2) years of experience.   

Skill in:

  • Solving analytical problems through independently analyzing information.
  • Skilled in Microsoft Excel. Working knowledge of Microsoft Access is desirable
  • Experience with Workday ERP is desirable.
  • Public speaking and making presentations to management and elected officials.
  • Using computer and reporting software for compiling financial and statistical data.
  • Developing logical conclusions and making recommendations to management.

Skill in:

  • Highly skilled in Microsoft Excel. Working knowledge of Microsoft Access is desirable.
  • Knowledge of Excel Power Pivot, DAX Formulas, and regression and correlation analysis is highly desirable.
  • Experience with Workday ERP is desirable.

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class C Texas driver’s license

Hiring Range: $56,434.04 - $77,937.60 annually depending on qualifications.
