Target Hiring Range: $87,139 - $98,031

Work Schedule: Monday - Thursday, 8:00 a.m. - 6:00 p.m.

Off Friday - Sunday

Under general direction of the Director of Financial Services, the Treasury and Debt Manager is responsible for the analysis, management and reporting of the City’s investment portfolio, cash management functions and debt service program, through a wide variety of professional work such as investment strategy and trades, cash forecasts and requirements, debt structure and issuances, banking, investment advisor and financial advisor relationships, and administration of all special districts and corporations.  

Essential Job Functions

In support of safeguarding and maximizing the use of City funds, this position will create and monitor a cash flow and liquidity program to determine investable funds for short-term and long-term investment transactions and perform other cash management activities such as maintain adequate collateralization levels and depository compliance.  Serving as the City’s Investment Officer, this position performs investment portfolio management activities, such as maintaining compliance with the Public Funds Investment Act (PFIA) and the City’s Investment Policy, and monitoring changing economic indicators and trends to approve investment transactions and recommend and implement changes to the City’s investment strategy.

In support of the City’s bond rating and debt capacity, this position performs bond and capital lease debt management activities, such as issuance sizing and structure, bond rating calls, debt reserve calculations, bond covenant compliance, debt payments, and preparation and review of data for debt issuance documents, arbitrage calculations, continuing disclosure, and MAC reports. 

In support of economic growth, this position performs Tax Increment Reinvestment Zone (TIRZ), Public Improvement Districts (PID), and other special district financial management activities, such as agreement and reporting compliance, approval of payments, and debt issuance.

Other general essential job duties related to the City’s investment portfolio, cash management, debt service, and special district management responsibilities include activities such as:

  • Presentations to City Council and other various committees
  • Procurement preparation, analysis, recommendation, and implementation of new, renewals or changes to various contracts, such as depository bank, merchant card services, investment and financial advisory services, special district administration, and capital leases
  • Monitor, analyze, and prepare for fiscal impacts related to proposed legislation
  • Support the City’s annual budget and audit processes through activities such as preparing budget estimates, audit schedules, and assistance to external auditors 
  • Identify, recommend, and implement improvements to highly important policies or procedures 
  • Travel to attend meetings, conferences, and trainings
  • Perform special projects and other duties as assigned by management
  • Regular and consistent attendance for the assigned work hours is essential

 

Minimum Requirements

Bachelor’s degree in Business, Finance, Accounting, Economics, or related field and five (5) years of progressive responsibility and professional experience or an equivalent combination of education and experience in investment and/or debt management components of finance.  Professional experience should support working knowledge of GASB, MSRB, PFIA or other related governing laws or standards.  Municipal finance experience and CGFO, CPFO or similar certification preferred.  Must attain PFIA certification within 30 days of hire and maintain continuing education hours as required.

Knowledge of investment and/or governmental debt financial strategies, preparations, and practices. Skill to utilize a variety of sources and analyze/interpret data and information while recognizing interactive effects and relationships.  Skill to navigate highly complex objectives that may involve negotiation or sensitive components to develop approaches/techniques that result in viable solutions or problem resolution. Advanced mathematical and Microsoft Excel skills that produce reliable calculations to tabulate data and reconcile accounts. Ability to exercise sound judgment, decisiveness, and creativity in various situations. Ability to work under time pressure and problem solve.  Must display a high level of integrity and dependability with a strong sense of urgency and results orientation. Demonstrate a collaborative and flexible style, especially during times of change. Effective and tactful communicator with strong oral and written skills.

Other Requirements

Valid Class C Driver's License required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
