Target Hiring Range: $59,225.22 - $66,628.23

Work Schedule: Monday - Thursday, 8:00 a.m. - 6:00 p.m.

Off Friday - Sunday

Under general direction of the Budget Officer, the Budget Analyst will perform a wide variety of professional work such as providing annual budget support and research and analysis related to financial objectives. This includes assisting departments in the annual budget preparation, conducting budget analysis, preparing reports, forecasting of revenues and expenditures, and monitoring financial performance.

Essential Job Functions

Participates in preparing the City's annual adopted budget including but not limited to developing, preparing and updating multi-year revenue and expenditure forecasts, gathering supporting documentation, benchmarking, reviewing department budget and metric submissions, updating financial suite data, preparing budget presentations, participating in budget committee reviews and City Council budget work sessions and meetings, and preparing and distributing final budget documents.  Additional responsibilities include but are not limited to responding to budget inquiries, providing recommendations, preparing monthly budget to actual financial performance reports, collecting various quantitative data from multiple sources and performing comparative analyses, and preparing survey responses.  Performs special projects at the request of management. Perform all other duties as assigned. 


Minimum Requirements

Bachelor’s degree from an accredited college or university with major course work in accounting, budgeting, financial management or a related field. Two years of full-time accounting and/or budgeting experience.  Governmental budgetary experience is a plus.

Experience with budget preparations, controls and practices. Skill to utilize a variety of data sources to include general ledger systems, CAFRs, monthly financial reports, City policies, and other sources as needed. Skill to analyze/interpret data and information while recognizing interactive effects and relationships. Skill to reconcile accounts and develop approaches/techniques to problem resolution. Advanced Microsoft Excel skills including the ability to calculate and tabulate data through pivot tables and complex formulas. Mathematical skills that produce reliable calculations. Skill in the operation of standard office equipment. Ability to speak and deal tactfully with others and exhibit a willingness to share information. Ability to exercise sound judgment, decisiveness, and creativity in various situations. Ability to identify and implement process improvements. Ability to work under time pressures and problem solve.  Must display a high level of integrity and dependability with a strong sense of urgency and results orientation. Demonstrate a collaborative and flexible style, especially during times of change.  Effective communicator with strong oral and written skills.


Other Requirements

Valid Driver's License required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
