Target Hiring Rate: $53,348.04 - $60,016.55

Work Schedule: Monday - Thursday, 8:00 a.m. - 6:00 p.m.

Off Friday - Sunday

Under general supervision by the Director and Assistant Director of Engineering, or another Professional Engineer, using comprehensive and broad knowledge of engineering concepts, principles and practices, evaluate complex engineering support functions and provide guidance and leadership to others as needed in a variety of engineering functions including researching, reviewing, analyzing and providing information to other team members. Usually working without established procedures, perform a wide variety of nonstandard complex tasks in engineering principles and practices.

Essential Job Functions

Development Engineering:
Primarily responsible for the technical review of private development projects proposed by developers and landowners. Private development projects will include both land development projects and commercial site development projects. Review the private development projects for compliance with the City of Rowlett Development Code and for compliance with construction standards established by the City of Rowlett. Incorporate design review comments on submitted plans, and cross-check work and calculation of consulting engineers associated with the projects. Review cost estimates using historical data and working knowledge of construction means and methods. Additional responsibilities may include attending pre-construction meetings, coordinating construction activities with inspection staff members, responding to inquiries by construction contractors, and field visits and inspection of development projects under construction. Other duties may include providing technical assistance to periodically reevaluate codes and standards, and engineering calculations and data analysis. Communicate with applicants and their representatives, with fellow staff members, and occasionally with regulatory agencies personnel. Opportunities to provide engineering support for the design and construction of Capital Improvement Program projects may also be available.


Computer Graphics / Design:
Operate computerized drafting software within the scope of project assignment. Design skills and abilities in the field of civil engineering. Review engineering projects by cross checking detailed engineering calculations and drawings to meet standards and specifications. Ability to work with CAD drawings of project elements for review, determine bid items, calculate quantities and evaluate engineering construction cost estimates. Use CAD software to design project elements and prepare plans and specifications for CIP projects, when assigned.

Engineering Standards / Development Code:
Creates, updates, and maintains numerous reference materials, standards, manuals, and brochures, which may also include forms, checklists, plats, board packets, reports, and/or other related information. Assist in the development of technical reports by performing research and gathering applicable and supporting data.

Staff Management:
There will be no direct supervision of personnel associated with this position. However, it is expected that the Graduate Engineer will provide guidance as a team member to Engineering Assistant personnel.

Other Duties as Required:
Stays abreast of City, State, and Federal codes, ordinances, and/or policies to ensure projects are in compliance. Responds to citizen and stakeholder inquiries and concerns. Gathers and analyzes data in order to respond to complaints from citizens, and makes recommendations for solutions based on research findings. Follows safe working practices and has a working knowledge of safety practices and procedures.
Performs administrative/office duties as required, including attending meetings, entering computer data, preparing reports and correspondence. Performs related duties and special projects as required and assigned. Responsible for regular attendance and arriving to work on time.

Minimum Requirements

Graduation from an accredited college or university with a Bachelor's in Civil Engineering or with a degree containing major course work in Civil Engineering or a closely related field; at least one (1) year of experience in municipal engineering preferred.

Knowledge of civil engineering principles and practices. Knowledge of engineering terminology and techniques. Knowledge of construction practices and techniques Knowledge of various phases of the plans review and inspections processes. Knowledge of various computer software programs. Knowledge of preparation of cost estimates. Skill in oral and written technical and/or general communication. Ability to perform more complex engineering computations, calculus, geometry, and trigonometry, rapidly and accurately. Ability to read and comprehend simple specifications, plans, and shop drawings. Ability to interpret and make decisions in conformance within established policies and practices. Ability to communicate and provide direction to peers and assigned. Ability to communicate effectively with the general public.
Skill in the use of automated engineering equipment, such as Auto CAD and GIS.

Skilled in reading and interpreting a variety of engineering documents including blueprints and schematics. Skilled in interpreting and applying applicable laws, codes, rules, regulations and design standards. Skilled in interpreting and comprehending highly technical engineering plans. Skilled in analyzing and evaluating the relevance and importance of theories, concepts and principles of engineering. Skilled in independent judgement, personal discretion and resourcefulness to interpret and apply guidelines.

Knowledgeable of municipal civil construction works to ensure that new infrastructure can be maintained by the City at the least cost of ownership. Ability to manage multiple projects and organize and prioritize projects. Ability to gather and analyze information and make recommendations based upon findings in support of organizational goals and objectives. Ability to operate and utilize computer engineering software applications. Ability to communicate effectively in oral and written format with individuals and groups internal and external to the organization. Ability to provide excellent customer service with all stakeholders.

Other Requirements

Valid Class C Driver's License required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
State of Texas Engineer In Training (EIT) certification or EIT Certificate in another state with the ability to obtain a Texas Certificate within 6 months of employment required.
