GENERAL PURPOSE

Under general direction, this independent supervisory position exists to assist the Court Administrator in the daily legal operations of the Municipal Court department. Exercises direct supervision over court clerk personnel, including selection, training, development, evaluation, and counseling of staff. Works very closely with the Prosecutor and Municipal Court Judges in all processes of the Court. Makes recommendations on the employment, promotion, evaluation, and disciplinary actions, including termination of court personnel. Performs administrative duties of the Court Administrator in their absence.

 

REPORTING RELATIONSHIPS:

     Reports to: Court Administrator

      Supervises: Directly supervises two full-time court clerks and others as assigned.

  

MAIN JOB TASKS AND RESPONSIBILITIES

  • Plans, assigns and monitors the work of employees.  Ensures that technical assistance and supervision is provided to staff.  Provide leadership and direction in short and long-range plans. 
  • Train staff and provide an environment conducive to self-motivation and teamwork.
  • Supervises a team of clerical staff engaged in supporting municipal court proceedings.
  • Organizes assigns and reviews court personnel work.
  • Assists the Court Administrator with performance appraisals, participates in the hiring process, and provides training, support, and guidance to court staff.
  • Coordinates with, and provides support to court personnel, other departments including the legal, Police, and other law enforcement agencies. 
  • Assists with the implementation of operational court procedures needed in response to new legal requirements.
  • Coordinate and manage all court programs, activities, dockets, and criminal proceedings with judges, supervisory staff, court staff, attorneys, litigants, prosecutors, police departments, and other appropriate agencies and criminal justice entities.
  • Supervises and participates in the timely receipt and routing of citation payments and other financial transactions.
  • Assists in preparing required state and specific reports to be submitted to the City Council, City Manager, Judges, and other governmental entities as requested by the Court Administrator.
  • Coordinate and manage all the court dockets and ensure that all legal processes and documents of the court are issued, executed, and approved. Attends court sessions, coordinates with attorneys regarding witnesses, defendants, and jurors.  Maintains a current jury program.
  • Supervises the processing of payments of fines and other accounts receivables, as well as balancing receipts, preparing summary reports and deposits.
  • Enforces and reviews compliance with the Rules of Judicial Administration (Judicial Records) and Rule 12.  Coordinates disposition of court records following requirements for court records retention.
  • Oversees restitution and community service programs.
  • Assist in maintaining court statistics and preparation of statistical reports.  Conducts research using file archives. Reviews requests for Municipal Court. Records for compliance, and coordinates its release.
  • Assists the Court Administrator and Judges with administrative duties such as budget research development, court services, legal correspondence, and technical assistance for the computer applications used by the court.
  • Attends conferences and training to implement and remain up-to-date with laws, regulations, and best practices for municipal courts.
  • Performs other duties that support the overall objective of the position as assigned by the Court Administrator.
  • Exercises considerable initiative and judgment and broad discretion when handling confidential and sensitive information.
  • Conveys a positive professional image by action, communication, and appearance.
  • Regular, reliable, and punctual attendance is an essential function of this job.
  • Contribute to team effort by performing other duties as assigned.
  • Follows Judge’s Standing Orders and performs duties ethically following the Judicial Cannons.
  • Must adhere to all City and Court Policies and Procedures and follow Security and Safety Regulations.

 

EDUCATION AND EXPERIENCE

  • High school diploma or GED.
  • Associate degree from an accredited college or university, in paralegal, public administration, or business discipline, preferred.
  • Two (2) years of full-time work experience in court services.  
  • One (1) year of supervisor work experience, preferred.

OR

  • an equivalent combination of education, training, and experience.

 

CERTIFICATIONS, LICENSES AND SPECIAL REQUIREMENTS

  • Successfully pass a criminal history background check in order to obtain a Municipal Court Clerk certification.
  • Valid Texas Class C Driver’s License with the satisfactory driving record, as defined by City policy.
  • Municipal Court Clerk Certification Level I with the Texas Court Clerks Association (TCCA) is preferred or must be obtained within 8 months of date of hire. Certification must be maintained to continue employment.
  • Obtain and maintain Municipal Court Clerk Certification Level II within 18 months of date of hire with the Texas Court Clerks Association (TCCA).
  • Proof of citizenship and/or eligibility to legally work in the United States.
  • Must attend the State’s yearly required training in order to maintain certification.
  • Bilingual in English-Spanish, preferred. 

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the Microsoft Office Suite software and the ability to learn our court case management software.
  • The position requires knowledge of business, supervisory, and administrative practices and procedures.  Knowledge of the organizational and operational legal requirements, procedures, characteristics, services and activities of a municipal court.  
  • Requires knowledge of legal terminology.
  • Requires knowledge and interpretation of the laws, codes, ordinances, and regulations served by the court.
  • Requires knowledge of the principles and practices of modern office organization and leadership, information flow, and equipment.
  • Requires well-developed knowledge of personal computer-based information systems used in the courts, including specialized databases for storing and retrieving information and standard office productivity software.
  • Requires sufficient math skills to prepare and administer budgets and compile basic statistics.
  • Requires well-developed skills using the English language to prepare paralegal correspondence. 
  • Requires sufficient human relations skills to present a positive image of the department, convey technical information to others, advise other staff on work results, and use patience and sensitivity in dealing with angry/hostile/upset customers.
  • Ability to organize data and information; identify and use potential sources of data and information; make an independent judgment; plan, coordinate and monitor projects; establish and maintain a productive working relationship; ability to express thoughts and ideas, both orally and in a written form clearly and accurately.
  • Ability to work with hostile, angry, or frustrated individuals while remaining calm and objective about the issues at hand.
  • Ability to prioritize job duties, be multi-task, and well organized.
  • Ability to effectively interact with all City employees, establish and maintain effective relationships with superiors, employees, and the public.
  • Proficiently use general office machines, such as a computer, calculator, copier, scanner, and fax machine.
  • Proficiently use computers and Microsoft office applications; learn and utilize new computer applications, including Incode software.
  • Requires skill in communicating/explaining court procedures in the English/Spanish language.
  • Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to calculate, compile, and analyze statistical data, and to assist citizens using standard mathematical calculations.

 

WORKING CONDITIONS and PHYSICAL REQUIREMENTS

  • Work is confined mainly to an office setting where some security/safety considerations exist from emotional argumentative or hostile customers.
  • Hours are typically set but may vary as assigned by the Court Administrator.
  • Work requires travel, including overnight stays involving training and conducting City business.
  • Must be able to sit or stand for long periods attending Supervisors/Staff meetings, answering phones, assisting defendants, performing computer work, filing, copying, scanning, and other administrative/supervisory work.
  • Must possess general manual ability to operate a computer, standardize office equipment requiring repetitive motions, perform filing or other office functions; and reach with hands or arms.
  • Must be able to move about the office, bend or stoop, retrieve files, lift books or other materials, use step-stools and step-ladders to store and retrieve items of various sizes, shapes, and forms weighing up to 30 pounds.
  • Must be able to handle stressful situations.
  • Must possess mental acuity for attention to accuracy and detail.
  • Must see and hear in the normal visual/audio range with or without correction.
