Salary Range: $51,438 to $68,932 annually.

ESSENTIAL JOB DUTIES Job duties, which will progressively become more complex with gained experience, may include, but are not limited to the following tasks:

Office Setting Work:

  • Generally, provides first point of contact for the public, property owners and developers seeking basic land use and development information.
  • Performs routine office tasks in designated program areas, including data entry, file management, copying, answering telephone and responding to e-mails.
  • Provides technical assistance and information to staff and the public in the administration of specific planning-related programs and ordinances
  • Serves as the Recording Secretary for the Planning and Zoning Commission, Zoning Board of Adjustment, and Appeals Commission and tasked with setting up meeting agendas, generating agenda packets, meeting setup, keeping and maintaining meeting minutes, and creating and generating public hearing notifications.   
  • Processes development applications; reviews application submittals for completeness; processes application fees; maintains electronic and hard copy case files; generates notification mailing lists and legal notices; generates and maintains Development Review Committee (DRC) agendas.
  • Promptly responds to voice messages, emails and other requests for information or questions; verifies information conveyed to the public is correct by researching policies and regulations of the city and/or consulting with senior staff prior to response.
  • Provides daily back-up (lunch hour coverage) to the Building Permit and Inspection Department’s Permit Clerk, and as may additionally be needed to ensure coverage.
  • Performs zoning reviews, working directly with the Building Permit and Inspections Department, to ensure that administratively approved development applications, including, but not limited to commercial site plans, building remodels and expansions, comply with adopted polices and development standards, such as primary and accessory building, landscaping, fence, and signs regulations.
  • Ensures in-house and online development application forms, Development Review Committee (DRC) and Board calendars, zoning dimensional standard summary sheets and other informational materials are up to date readily available for public use; monitors and maintains Community Development web-pages. 
  • Researches property records; prepares reports, scans and uploads documents, and performs other duties as assigned.

In-Field Work

  • Perform zoning inspections for projects seeking final inspections, ensuring compliance with approved plans and other regulations.
  • Conduct general inspections of commercial properties in support of city code enforcement.

REQUIRED QUALIFICATIONS

 

KNOWLEDGE, ABILITIES AND SKILLS: The ideal candidate should have: a basic knowledge and understanding of municipal government with an emphasis in land use planning, zoning, codes and ordinances, and other aspects of development; proficiency in oral and written communication; ability to compile, organize and present statistical and other data;  proficiency in standard MS Office software; proficiency in using Adobe Acrobat, Bluebeam or other PDF editing software; working familiarity with Geographic Information System (GIS) and/or design software.

MINIMUM EDUCATION, EXPERIENCE AND CERTIFICATION: High school diploma/GED and at least two years’ experience in municipal planning and permit review; Texas Vehicle Operators License; must complete 36 hours of Basic Code Enforcement Office Training and be registered as a Code Enforcement Office or Code Enforcement Officer in Training through the Texas Department of Health or be eligible for such registration within six months of employment.  A Bachelor's Degree from an accredited college or university with major coursework in Urban or Regional Planning, Urban Design, Urban Geography, GIS, Public Administration, Civil Engineering, or a related field is preferred but not required.  Education may offset experience requirements.
