Job Duties:

This position serves as the liaison on behalf of the City with state and federal legislative bodies and agencies. Provides oversight to intergovernmental relations program, to include coordination and collaboration with contracted lobbying firms, organizations, associations, elected officials and administrative appointees on issues impacting the City.

Representative Work Functions and Responsibilities:

Prepare legislative proposal package for presentation to, and adoption by, City Council; coordinate legislative liaison activities with City departments, other area cities, the Virginia Municipal League, the Virginia General Assembly, and U.S. Congress to promote interests of the City; and represent the City Manager and the City Council to the General Assembly, special commissions and boards and other federal, state, and local agencies on matters of importance such as funding and legislative impacts.

Research and analyze proposed state and federal legislation and prepare positions for City Manager and City Council; and perform management analysis and research on multifaceted subjects as directed with reports submitted to senior City staff and elected officials.
Coordinate the research of, application for, and implementation of grant proposals to federal, state, and private agencies.
Serve on various regional boards and committees representing the interests of the City of Virginia Beach.

Minimum Requirements:

MINIMUMS: Bachelor's and master's degree in Business/Public Administration (or related field, including a Juris Doctor/Law Degree) plus (4) years of experience in such positions related to Intergovernmental Relations or Intergovernmental Affairs; OR any combination of education and/or experience equivalent to ten (10) years in fields providing the required knowledge, skills, and abilities.

SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. This position also requires spending about two months in Richmond yearly for the General Assembly session.

Preferences:

Preferred qualifications include: Experience managing a successful intergovernmental relations program; demonstrated ability to work with diverse stakeholders and navigate solutions to complex issues; experience/knowledgeable of a variety of areas impacting local government, including but not limited to, public policy, transportation, environmental protection, state and federal funding; experience speaking before electoral bodies, city and state leaders; and excellent written and oral communication skills.
