PAY AND BENEFITS

Annual Pay Range: $89,967.52 - $121,456.00

Hourly Pay Range: $43.253617 - $58.392309

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County Health Centers - Behavioral Health Clinics is looking for an experienced, licensed mental health clinician to oversee the mental health and addictions treatment services for the Sandy Behavioral Health Center located in Sandy, Oregon.

The Addictions and Mental Health Program Supervisor (classified as a Mental Health Program Supervisor) will provide leadership, program oversight, and clinical, administrative, and licensure supervision for professional staff. Clinical supervision of licensed and unlicensed staff include support with managing complex behavioral health cases and crisis management with the ability to balance clinical and administrative responsibilities. The position will work with professionals providing mental health and addictions treatment services to implement evidenced based practices, feedback informed treatment, and quality & equitable services for individuals in need of mental health and/or addictions treatment.

Equity matters in providing behavioral health and treatment services. Racism is a driving force of the social determinants of health and impacts health equity. The Health Centers Division is continually working towards addressing inequities, both externally and internally. This role will be part of a team, supporting efforts in program planning, coordination, evaluation, and implementation of local, state and federal policies and practices on equity.

Competitive candidates will have experience supervising clinical staff and be proficient in staff development; have expertise in use and fidelity of MI, CBT and DBT practice theories and the principles of trauma informed care and the skill to provide guidance and training related to clinical applications; and a demonstrated commitment and skillset to advancing equity and diversity in the workplace and with the delivery of services.

The ideal candidate will have a strong clinical background in substance use disorder treatment, including CADC, with clinical expertise with a variety of diverse populations and high level competency in staff development.

Required Minimum Qualifications/ Transferrable Skills:*

• A minimum of five (5) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.

• Designation as a "Qualified Mental Health Professional" as established by the State of Oregon Mental Health Division.

**A "Qualified Mental Health Professional" (QMHP) means a Licensed Medical Provider or any other person meeting one or more of the following minimum qualifications as authorized by the Local Mental Health Authority or designee:

• Bachelor's degree in nursing and licensed by the State of Oregon;

• Bachelor's degree in occupational therapy and licensed by the State of Oregon;

• Graduate degree in psychology;

• Graduate degree in social work;

• Graduate degree in recreational, art, or music therapy; or

• Graduate degree in a behavioral science field.

QMHPs must demonstrate the ability to conduct an assessment, including identifying precipitating events, gathering histories of mental and physical health, alcohol and other drug use, past mental health services and criminal justice contacts, assessing family, cultural, social and work relationships, and conducting a mental status examination, complete a five axis DSM diagnosis, write and supervise the implementation of an individual service plan and provide individual, family or group therapy for the range of clients served. The person must be flexible in this work atmosphere as different job assignments are common.

• Licensure as an Oregon Licensed Clinical Social Worker (LCSW); Licensed Professional Counselor (LPC); Licensed Marriage and Family Therapist (LMFT) or Licensed Psychologist (PsyD or PHD)

• At least 2 years of post-graduate clinical experience in a mental health treatment setting

• Must meet experience guidelines as written in the State of Oregon's OAR 309-019-0125 in order to provide mental health clinical supervision.

• Some positions require, per OAR 415-051-0055, current certification or license in addiction counseling OR a current license as a health or allied provider issues by a state licensing body.

• Basic Life Support (BLS) certificate

TYPICAL TASKS

Duties may include but are not limited to the following:

• Develops, supervises and administers a mental health treatment program; coordinates services and activities with other division programs; determines program compliance with external requirements; recommends and implements changes as appropriate; participates in quality assurance and program improvement plans for assigned programs.

• Supervises and coordinates clinical operations, including counseling, therapy, case management and related treatment services; assigns caseloads and reviews client progress; assists with difficult treatment issues; audits clinical charts and treatment interventions and ensures delivery of services conforms to standards, policies and legal guidelines.

• Hires and supervises professional and paraprofessional staff to provide quality service to citizens and County staff; prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments.

• Assists in preparing program budgets and grant applications; monitors revenues and authorizes expenditures; manages grant funds.

• Participates in community agencies, local task forces and advisory boards to promote program services and develop community resources; serves as liaison with public and private agencies, businesses, professional organizations and community groups.

• Resolves complaints in collaboration with clients and staff; report results to internal complaint and grievance coordinator.

• Provides direct clinical services to consumers/clients as necessary.

REQUIRED KNOWLEDGE AND SKILLS

Working Knowledge of: Principles and practices of psychology, psychopathology and behavior modification, analysis and assessment; theories of normal and abnormal behavior; methods and techniques of individual and group counseling; evidence based practices and implementation of treatment interventions and protocols; principles of clinical ethics, confidentiality and privacy; community resources and referral sources; techniques of supervision; participative management theories; State of Oregon Mental Health Division Administrative Rules, Children's Services Division regulations and client process monitoring systems; principles and practices of public administration; case management methods; office equipment, including personal computers and software programs.

Skill to: Communicate effectively, both orally and in writing; apply social and psychological theories of behavior and personality to the treatment of difficult mental and emotional disorders and handicaps; diagnose, evaluate and implement treatment plans and monitor client progress toward established goals; analyze and evaluate social, psychological, and physical factors affecting clients and their families; treat clients and their families to enhance their social, psychological and physical functioning; prepare and deliver oral presentations to public and private groups; direct, train, evaluate and discipline supervisory and professional staff providing mental health services; direct staff in continuous efforts to improve quality productivity and effectiveness; incorporate team participation in decision making; respond to changes desired by citizens and County staff; establish and maintain effective working relationships with County employees and the public; operate computer software and other office equipment; utilize computer programs and reporting formats; research, compile and analyze data and develop recommendations; interpret and apply federal, state and local legislation, rules and regulations affecting assigned program.

WORKING CONDITIONS

Incumbents work with varied socioeconomic groups, the mentally ill, the developmentally disabled, alcohol and substance abusing clients and their families. May be required to participate in 24 hour a day emergency program services.

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
