Job Duties:

The City of Virginia Beach's Planning Department is seeking a Plans Examiner II. The position works in the Permits and Inspection Division, which administers the Virginia Uniform Statewide Building Code and associated laws and ordinances of the Commonwealth of Virginia and the City of Virginia Beach.

Specific duties/responsibilities include, but not limited to: 

  • Examine commercial construction plans, residential construction plans, and/or site drawings and specifications to verify compliance with all applicable federal, state, and local codes. Note discrepancies and inform the architect, engineer, or developer in writing outlining the discrepancies and the applicable code sections where noncompliance occurs.
  • Review architectural/structural/site plans and provide information to contractors, engineers, architects, and homeowners at the counter or through electronic means as to any requirements prior to issuance of the applicable permit.
  • Calculate building and/or impervious surface square footage as well as permit fees. Issue building, electrical, plumbing, mechanical along with associated civil permits. Verifying addresses and zoning on site plan. Calculate and assess applicable fees, i.e., permit fees, plan review fees, public utilities, bonds, etc., Ensuring that the contractors are current contractor registration and city business licenses and are licensed for the intended projects. Processing of payments.
  • Maintain and perform reviews from a constantly updating task list with multiple projects of varying due dates being assigned daily. Keep project statuses up to date, purge duplicate or outdated files. Stamp and save approved drawings.
  • Receive calls and meet with architects, engineers, contractors, developers, homeowners in the office to review preliminary plans for compliance with codes and discuss City policies and review processes.
  • Assist field inspectors by providing relevant building code information or solving field problems.
  • Attend departmental meetings as a representative to provide input relating to building codes and site developments. Meetings may be virtual or in person.
  • Attend ICC and State sponsored seminars to stay current with code changes and maintain CEU's as required by mandated certifications.
  • Attend court to give testimony in cases where there are building code and/or site development questions to be answered.
  • Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.
  • Selected employee will be hired specifically to perform commercial plans examinations. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Additional Duties of a Plans Examiner II include:

  • Meet with architects, engineers, developers, or contractors to review preliminary concept plans, discuss preliminary ideas related to proposed projects for compliance with codes, and discuss City policies and review processes.
  • Attend building code meetings as a departmental representative providing input from our city while staying abreast of developments in other cities concerning building codes
  • Update review processes to reflect any code or city changes.

Requires a driver's license.

Minimum Requirements:

MINIMUMS: High school or GED plus five (5) years experience in positions which utilize the required knowledge, skills and abilities, and associated with positions such as plans examiner, building inspector, architect, engineer, senior draftsman, or construction superintendent; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
