HIRING RANGE:  $2,832.66 - $3,470.13 Biweekly
FULL SALARY RANGE:   $2,832.66  - $4,107.59 Biweekly

Manages, supervises and coordinates the activities and operations for the maintenance and repairs of water and sewer divisions of the Community Services department.  Coordinates assigned activities with other divisions, departments, contractors, developers and outside agencies; and provides highly responsible and complex administrative and technical support to the Assistant Director of Community Services.

 

Essential Functions

The information listed below is intended to describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of this position.

  • Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for the maintenance and repair of the water and sewer divisions.  Establish schedules and methods for conducting projects and activities; identify resource needs; review needs with other appropriate management staff; allocate resources accordingly.
     
  • Monitor and evaluate the efficiency and effectiveness of operational methods and procedures.  Recommend, within departmental policy, appropriate service and staffing levels.  Continuously monitor and evaluate the quality, responsiveness, efficiency and effectiveness of assigned maintenance, repair, and construction programs, methods and procedures.
     
  • Work with assigned employees and outside agencies to ensure appropriate levels of services are provided to city departments and staff.
     
  • Prepare activity reports of all work unit projects and operations; submit reports and evidentiary data to other departmental management staff; prepare plans and projections of future activities.
     
  • Select, train, motivate and evaluate personnel; meet with workers to correct deficiencies; implement discipline and termination procedures.
     
  • Participate in the development and administration of the division's annual budget; forecasts funds needed for staffing, equipment, materials and supplies; monitor expenditures.
     
  • Review plans, inspect construction, concrete and project work of contractors; exercise quality control authority over work conducted; ensure all work meets specifications, cotj.es and related city guidelines.
     
  • Inspect conditions of city infrastructure, easements and properties; determine rehabilitative, maintenance or repair needs; identify resources, plan and schedule projects; identify projects required for contractual services.
     
  • Respond to citizen questions, complaints and requests for service; meet with members of the community to assess issues and problems; identify and recommend solutions; transmit information to members of public to demonstrate resolution of problems.
     
  • Perform related duties and responsibilities as assigned.
     
  • Develop and administer division goals, objectives and procedures.
     

 

Job Requirements

Education & Experience
 Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:

  • Associate degree plus five (5) years of relevant work experience in water and sewer maintenance, construction and repair activities, and two (2) years of lead or supervisory experience.

Other combinations of education and experience may be considered.


Qualifications
Knowledge of:

  • Principles and practices of water and sewer maintenance, repair and construction programs; including services related to water and sewer systems and other related infrastructure as required.
  • Tools and equipment utilized for maintenance and construction of water and sewer systems.
  • Municipal budget development and administration procedures.
  • Municipal purchasing procedures and processes.
  • Pertinent Federal, state and local laws, codes and regulations.

 

Certification and Other Requirements 

  • Valid Class B Commercial Drivers License (CDL).

  • Class III Wastewater License, or license reciprocity. 

  • Class C Water Distribution License, or license reciprocity.

  • Customer Service Inspector License, or the ability to obtain within twelve (12) months of hire.
