Thurston County Human Resources (HR) is seeking a professional, motivated, and dependable candidate for the position of Human Resources Analyst to join our team. To accomplish this, the department develops and administers programs and services that support the success of the County’s mission and contributes to the attainment of Thurston County goals. Services we provide include Benefits Administration, Classification and Compensation, Employment Law Compliance, Labor Relations, Recruitment, Risk Management, Safety, and Training. HR also provides support to the Board of Equalization, the LEOFF Disability Board, Civil Service Commission, and the Thurston County Citizen’s Commission on Salaries for Elected Officials.
 
What this job is about:
The Human Resources Analyst is a highly skilled professional level specialist with expertise in one or more human resources disciplines. Incumbents in this position will provide analysis and recommendations on complex and sensitive assignments and human resources issues.

Essential functions may include, but are not limited to, the following:  

  • Advising appointing authorities and managers on a variety of sensitive employee relations issues.
  • Conducting investigations, writing reports, and assisting in the resolution of complaints.
  • Conducting research and analyzing information to make recommendations on the appropriate course of action.
  • Responding to ADA requests.
  • Conducting job classification reviews and compensation studies.

Who we are looking for:
The ideal candidate will have HR generalist experience in multiple HR disciplines: employee and/or labor relations, classifications, compensation, recruitment, policy development, and/or employee medical accommodations.
 
The ideal candidate will also have the following skills, abilities, and competencies:

  • Research and fact-finding skills; ability to analyze complex data, and problem solving.
  • Conducting workplace investigations, including witness interview techniques.
  • Experience interpreting union labor agreements, personnel policies, and federal and state laws.
  • Experience writing investigative reports, disciplinary letters, and personnel policies.
  • Knowledge of public sector labor laws, including disciplinary process, just cause, and progressive discipline.
  • Ability to work collaboratively with co-workers, customers, and other stakeholders.
  • Customer service focus with the ability to diplomatically handle challenging or tense situations.
  • Excellent time management and organizational skills; comfortable adapting to quickly changing situations while handling multiple projects at once.

Working Conditions:

  • Work Environment: Quiet office setting, sitting at a personal computer a majority of the day. The duty station for this position is in Olympia, WA.
  • Flexible Schedule: Typically, Monday – Friday, 8:00 a.m. – 5:00 p.m. – Specific schedule may be negotiated. Workload demands may require work outside of the assigned work hours and adjustments of the work schedule.
  • Travel Requirements: Travel is not a major requirement of this position. Occasional travel may be required to attend meetings, trainings, or job fairs.
  • Customer Interactions: Daily interaction via phone, in-person, and video (Teams/Zoom) with Thurston County staff and the public.

Qualifications

  • Bachelor's degree in business, psychology, public administration or related field. Additional experience may be substituted for education on a year for year basis.

  • Three years of applicable experience in a human resources discipline.

  • Ability to utilize a personal computer and related software packages to perform word processing, analysis, information retrieval and tracking.

  • Current Washington State Driver's License or have requested and obtained an appropriate accommodation.

 

Desired Skills

  • Professional level experience as a Human Resource Analyst or equivalent either serving as a generalist or an expert in multiple HR disciplines.
