The Director of Engineering and Public Works earns a competitive salary of $125K - $160K per year based on experience. ABOUT THE CITY OF PEARLAND DIRECTOR OF ENGINEERING & PUBLIC WORKS

The purpose of this job within the organization is to provide the residents with quality and sustainable infrastructure. The Director of Engineering and Public Works oversees 100+ team members that manage the City of Pearland Engineering, Capital Projects, Fleet, Facilities, Streets, Drainage, Traffic Operation and Maintenance, and more. 

A DAY IN THE LIFE OF A DIRECTOR OF ENGINEERING & PUBLIC WORKS

Provide direction and guidance to 2 Assistant Directors, City Engineer, Internal Service Administrator,  four (4)  EPW Division, and 100+ staff (indirect reports) with the ability to establish priorities, plus analyze, evaluate, and implement programs, policies, and training to achieve departmental and City-wide goals and initiatives.   

Oversee daily operations of the Public Works Department with the ability to analyze, evaluate and implement training, programs, and policies. 

Coordinate with other City departments as necessary. 

Prepares strategies for the sustainability of the community’s infrastructure in a manner that provides the best life cycle value for the community. 

Mentors team members in critical and analytical thought and decision-making, therefore improving the team’s ability to take ownership of the responsibilities. 

Assists team members with goal setting that is consistent with the priorities set by City Council for the Community. 

Works with the area and regional partners on various matters of interest, including but not limited to, water resources, drainage, and transportation. 

Provides guidance for the Department in the preparation of the annual budget and ongoing budget monitoring. 

Reviews and evaluates the performance and productivity of team members. 

Develops infrastructure programs to address infrastructure recapitalization needs and identify the associated budget needs. 

Responds to citizen and group requests as the representative of Public Works. 

Provides leadership and direction in the development of short and long range plans and projects;  

Coordinates department activities with other departments and agencies as needed: propose amendments and modifications to plans and ordinances as required. 

Works with staff to identify and determine departmental goals and objectives and monitor activities to determine compliance with goals and objectives. 

Ability to establish and maintain effective working relationships with architects, contractors, developers, owners, supervisors, employees, and the general public. 

Additional Duties: 

Prepares and reviews documents to be submitted to City Council for approval; providing additional information during Council meetings. 

Works in a cooperative environment with the Engineering Department and consultants on infrastructure projects, ensuring that the needs of the City are being met in both design and construction. 

Performs related work as assigned. 

 

Education and Experience Requirements: 

Bachelor’s Degree in Engineering, Business Administration, Public Administration or a closely related field is required.  

Seven (7) to ten (10) years of increasingly responsible professional and supervisory experience in public works, preferably with a municipality.   

Special Certifications and Licenses: 

Valid Texas Driver’s License  

Licensed Professional Engineer in the State of Texas, preferred 

TCEQ Water/Wastewater Licensing a plus but not required
