The Director of Utilities earns a competitive salary of $125K - $160K per year based on experience. ABOUT THE CITY OF PEARLAND DIRECTOR OF UTILITIES

The purpose of this job within the organization is to provide the residents with quality and sustainable utility infrastructure. The Director of Utilities oversees 75+ team members that manage the City of Pearland Utilities consisting of Surface Water, Wastewater, Water Production, Environmental Services, and Distribution & Collections. 

A DAY IN THE LIFE OF A DIRECTOR OF UTILITIES

  • Provide direction and guidance to a Deputy Director of Utilities, five (5) Utilities Division Superintendents (direct and indirect reports), and 75+ staff (indirect reports) with the ability to establish priorities, plus analyze, evaluate, and implement programs, policies, and training to achieve departmental and City-wide goals and initiatives.   
  • Coordinate with other City departments. 
  • Routinely briefs and updates the City Management on the status of the utility system and operations status. 
  • Develop strategic planning for the City's long-term water and wastewater treatment portfolios, future needs, and departmental structure by working with the executive team.  
  • Manage the regulatory responsibilities of the utility, ensuring compliance with all Federal, State and local laws. 
  • Direct Utilities Department with preparing and managing the water/sewer fund budget, including the reviewing and approving of expenditures, short- and long-term planning and operational control, as well as liaison between management, staff, and residents of Pearland. 
  • Coordinate with the other divisions on the development, design and review of Capital Improvement Program utility projects; the review of private development of public utilities; and assisting in updating the Engineering Design Criteria Manual (EDCM) and preferred products list. 
  • Coordinate with the Utility Billing Division of the Finance Department for meter installations, terminations, shut-offs, activations, leak detection, customer billing, and utility adjustments. 

Additional Duties: 

  • Prepares and reviews documents to be submitted to City Council for approval, providing additional information during Council meetings. 
  • Works with area and regional partners on various matters of interest, including but not limited to water resources and solid waste.  
  • Performs related work as assigned. 

Education and Experience Requirements: 

  • Bachelor’s Degree in Engineering, Public Administration or a closely related field.  
  • Ten (10) years experience in water and sewer utility with at least five years of progressive supervisory experience in public works or engineering, preferably with a municipality.   

Special Certifications and Licenses: 

  • Valid Texas Driver’s License  
  • TCEQ Water – Class B 
  • TCEQ Wastewater - Class B
