Description:


  • Collects, monitors and reports all general liability claims and works with the insurance carrier to assure timely filing and resolution of claims; monitors and/or investigates all claims; 
  • Facilitates subrogation for all minor claims below the deductible;
  • Evaluates insurance coverages; identifies exposures and assesses liability through evaluation of claim loss statistics and trends; provides each department with annual reports related to workers’ compensation, general liability and auto loses;
  • Administers the workers' compensation and return to work programs; reviews claims, compiles and analyzes data on claims, recommends corrective action; 
  • Supports injured employees by coordinating the City’s return-to-work program with designated medical provider, employee, and supervisor;
  • Develops, implements and conducts regular safety training programs and actively participates in Department and Division Safety Committees, providing support and direction and assuming the leadership role in reducing employee injuries;
  • Administers the random drug testing for both safety sensitive and CDL employees, Administers Federal Motor Carrier Safety Administration Compliance (DOT) requirements for the Clearinghouse;
  • Assists in ADA compliance assessment and inspection efforts;
  • Provides advice and acts as a resource to city-wide departments involving risk exposure and liability;
  • Stays current with new safety, tort law and workers’ compensation legislation and litigation;
  • Conducts detailed research and compiles reliable data to assist with special projects related to risk management;
  • Maintain and organize electronic files; and
  • Performs such other related duties as may be required.

 

 

Acceptable Experience, Training, Certifications and Licenses

 

A Bachelor's degree in Occupational Health and Safety, Insurance and Risk Management, Business Administration, Public Administration or equivalent from an accredited school or university, plus two (2) years of professional experience in Risk Management including significant experience in workers’ compensation and general liability insurance; municipal experience is preferred; 

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. 

Valid Class C Texas Driver's License with acceptable driving record; 

Certified Safety Professional (CSP) or other Safety, Insurance or Risk Management certification preferred.

 

Supplemental Information

 

Knowledge of:  Principles and practices of risk management and safety functions (risk identification/reduction, loss control, asset protection, employee safety, workers’ compensation programs, etc.); Texas statutes concerning health and safety; Texas statutes as they pertain to claims management; labor laws and policies; handling of sensitive, confidential personnel information; computer and office equipment use; best practices for training and communication of complex, challenging information; data entry and reporting techniques.

 

Skill/Ability to: Communicate efficiently and effectively regarding laws, policies, and processes; provide clear and concise information and assistance to department management and employees; analyze data and use spreadsheets; investigate thoroughly and document case/incidents in a timely manner; appropriately present information or statistical data to a variety of audiences; operate a motor vehicle to travel to different work sites as needed; position involves prolonged sitting at a workstation, visual examination of documents, reaching, walking, twisting, bending, standing and occasional lifting/carrying; and may be deemed essential personnel in the event of an emergency.
