The Stormwater Manager position is part of the Public Services Department and will manage, supervise, and coordinate the services and activities of the City’s Stormwater Program and will coordinate assigned activities with other city departments, divisions, outside agencies, public officials, regulatory officials, and the general public.  The position will provide highly responsible and complex administrative support to the City Engineer.

The Manager will participate in the development of, implement, and manage the goals, objectives, policies, and priorities for Stormwater services including design, maintenance and repair of the drainage system, monitoring and assessment of the overall storm water quality, implementation of all required permit elements established by the Environmental Protection Agency, and execution and compliance with all necessary contractual agreements for the delivery of services by other city departments or external third parties.

The successful candidate will have the following qualifications and experiences:

  • An ability to provide stormwater management direction for the City’s long-range capital plan for stormwater management through their Engineering Division and the ability to manage and guide those projects from beginning to end. 
  • Equivalent to a Bachelor’s degree from an accredited college or university in engineering, environmental sciences, public administration, or a related field. A bachelor's degree in civil engineering or related field from an accredited college or university; a registered North Carolina Professional Engineer (PE) license or eligible to have the license transferred within six months of employment.
  • Five years of increasingly responsible experience in Stormwater management or related work including two years of administrative and supervisory responsibility, to include a program that has a Stormwater utility fee.
  • Additionally, a Certified Construction Manager, Certified Floodplain Manager certification, Certified Stormwater Manager, Project Management Professional, or Municipal Administration course completion is preferred.
