The City of Pearland, TX is seeking to hire a full-time Deputy Director to lead and improve aspects of the day-to-day operations of our Engineering & Public Works Utilities department. The Deputy Director earns a competitive salary of $104,007 to $129,151 yearly based on qualifications. Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance plus the majority portion of the medical premium for employees and their dependents. A DAY IN THE LIFE AS THE DEPUTY DIRECTOR, PUBLIC WORKS UTILITIES

  • Provide direction and guidance to four (4) Utilities Division Superintendents (direct reports) and 50 staff (indirect reports) in establishing priorities and schedules.
  • Routinely briefs and updates the City Management on the status of the utility system and operations status.
  • Develop strategic planning for the City's long-term water and wastewater treatment portfolios, future needs and departmental structure by working with the executive team.
  • Manage the regulatory responsibilities of the utility, ensuring compliance with all Federal, State and local laws.
  • Duties involve all aspects of utilities dealing with preparing and managing the water/sewer fund budget, including the review and approval of expenditures, short- and long-term planning and operational control, as well as liaison between management, staff and residents of Pearland.
  • Coordinate with the other divisions on the development, design and review of Capital Improvement Program utility projects; the review of private development of public utilities; and assisting in the updating the Engineering Design Criteria Manual (EDCM) and preferred products list.
  • Coordinate with the Utility Billing Division of the Finance Department for meter installations, terminations, shut-offs, activations, leak detection, customer billing, and utility adjustments.

REQUIREMENTS

  • Requires a Bachelor's Degree in Engineering or closely related field.
  • Requires minimum of 8 years' experience in water and sewer utilities, with at least five years in a management position.
  • Requires a background in the Utilities, Engineering or closely related field and the accompanying technical writing, mathematical, and logic skills developed with obtaining a bachelor's degree in a technical field.

Special Certifications and Licenses:

  • Valid Texas Drivers' License
  • TCEQ - Class B Water License
  • TCEQ - Class B Wastewater License
