The schedule for this position will be Monday-Thursday 6:00am - 3:00pm. Posted rates are for a 36-hour workweek. 

Position Function - Under the direction of the Director of Public Works and/or Designee, performs assigned duties necessary to assist with the management of the daily operations of the Street/Drainage division by overseeing the execution and management of street and drainage programs to include, but not limited to:  maintenance, construction, and repair of streets, traffic control devices, and drainage systems.

Performs assigned duties necessary to assist with the management of the daily operations of the Street/Drainage division by overseeing the execution and management of street and drainage programs to include, but not limited to:  maintenance, construction, and repair of streets, bridges, right-of-way, and utilities; traffic control devices; and drainage systems. Responsible for the distribution, supervision, and inspection of projects and tasks.   60%      
Performs assigned duties necessary to assist with the proper preparation, tracking, and administration of the annual budget.  Assist with forecasting expenditures necessary and required to complete division projects, procurement of goods and services, and personnel related costs. Obtain cost estimates from contractors, vendors, etc.  Create and maintain necessary records, reports, work orders, and other information in various formats. Responsible for customer response and outreach. 20%      
Responsible to ensure the proper selection, retention, and training of personnel. Supervises/trains personnel; conducts performance evaluations and disciplinary processes and procedures within established organizational and departmental guidelines, policies, and/or directives. Responsible for safety training and implementation. 15%

Environment
Duties are performed primarily within an outdoor environment or setting.  Possible exposure to electrical and chemical hazards, water, sewage, vibrations, loud noise, inclement weather, dust, allergens, and mold.
Requirements/Knowledge/Skills/Abilities
Required knowledge and experience is normally obtained through the completion of a curriculum resulting in either a High School diploma or GED, and at least five (5) years of work experience in Public Works field operations; specifically street and drainage maintenance or a related field.
Two (2) years experience supervising multiple employees.
A valid State Class A CDL is preferred. 
Ability to read letters, emails, memos, contracts, professional and industry literature, spreadsheets, and other job related analysis.
Ability to write letters, memos, and emails.
Ability to understand and develop reports/data for cost analysis and compose financial and budgetary reports.
Ability to exercise substantial independent judgment and decision-making.  
Ability to monitor and assess operations, workload, projects, and staff performance.
Ability to train assigned personnel in the safe and efficient operation of equipment, to include: excavator, wheel loader, gradall, asphalt lay-down machine, pneumatic roller, smooth drum roller, and other related equipment typically used in pavement and drainage system maintenance.
Ability to multi-task, evaluate, analyze, and execute with widely varied tasks involving many complex and significant variables.
Ability to competently use Microsoft Excel, Word, PowerPoint, and digital filing and work order systems.
Ability to research, compile, and analyze data, and present findings to staff and management in an acceptable format.
Ability to establish and maintain effective working relationships with City employees, other Federal, State, and local governmental representatives, contractors, consultants, vendors, media, and the general public.
Ability to exhibit attention to detail, accuracy, and safety.
Ability to communicate and present oneself in a professional manner.
Ability to read maps and schematics.
Thorough knowledge of construction methods, materials and practices with particular emphasis on transportation and/or utility construction and repair. 
Must be able to work "on-call" hours.
Must be able to work outside normal business hours. 
Must pass all post offer pre-employment processes and/or procedures, to include but not limited to Drug Screen, Physical Examination, and applicable Background Checks.
