GENERAL STATEMENT:

Under the direction of the Building Official, reviews applications for building, electrical, heating and air conditioning, plumbing, and mobile home permits. Issues and administers the corresponding permit(s) when applicable. Greets public and answers telephone requests for information concerning policies, application procedures, and code information. Maintains related files and databases; generates reports; and provides general support to the department.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Issues various permits for construction, electrical, sign, and building contractor licenses; calculates and collects associated fees. Assists citizens with completing applications and forms.
  • Maintains building permit files, records of inspections, correspondence, and various certificates of occupancy issued. Maintains computer database of permit logs, updates Smart-sheets information, and provides monthly and annual financial reports as needed. Maintains the City of Kyle Building Department webpage.
  • Provides clerical support for the department including word processing, scheduling, filing and open record requests; assists in processing and auditing of third-party invoices. Maintains stock of necessary forms and applications, makes copies of documents as necessary, and makes purchases of office supplies and department apparel.
  • Receive commercial & residential building plans along with impact fees & any fees due before permit issued.
  • Assists in responsibility for answering telephone and greeting the general public, directs inquires, needs, complaints, and/or requests to the appropriate city department employee, or official.
  • Provides assistance to Building Official with payroll using the website.
  • Works directly with building inspectors on daily basis.
  • Provides backup support in the general collection of payments, contractor registration, bill processing, and calculations, administers invoices for contract services.
  • Coordinates daily city deposits of all building inspection fees and/or collections.
  • Performs all other duties as assigned.

PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Working knowledge of office practices and procedures.
  • Basic knowledge and experience with Windows operating systems and Microsoft Office applications.
  • Some commercial training in accounting procedures or arithmetical calculation.
  • Must be able to read/comprehend regulations pertaining to permitting, plan review, and contractor licensing; must have the ability to prepare correspondence, reports, and other types of departmental documentation.
  • Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, outside agencies, contractors, and the general public.
  • Maintains desired working relationship with Building Official, City Secretary, and City Manager.
  • Maintains a professional working relationship with other departments and employees.
  • Ability to remain calm and act resourcefully in an emergency.
  • Ability to operate the following: computer, printer, telephone, copy machine, calculator, FAX machine, two-way radio, and vehicle.

 

QUALIFICATIONS, EXPERIENCE, AND/OR CERTIFICATION REQUIREMENTS:

  • High School Graduate or GED and
  • Five (5) years of secretarial experience; or equivalent combination of training and/or experience which evidences a comprehensive knowledge of required job duties and expectations.

PHYSICAL DEMANDS:

Physical requirements include lifting up to 25 pounds rarely. Subject to vision constantly; sitting, handling, fine dexterity, hearing and talking frequently; standing, walking, lifting, carrying, pushing/pulling, reaching and foot controls occasionally, kneeling, crouching, bending, twisting, climbing and balancing rarely.

 

The noise level in the work environment is usually moderate to high; close proximity to other coworkers and customers.
