Water/Wastewater Superintendent - Full-time

Department:  Public Works 
Reports To:  Director of Public Works
FLSA Classification:  Exempt               
Salary: $48,647 - $68,324

 

JOB SUMMARY:

The Water/Wastewater Superintendent is responsible for the overall supervision of programs and activities in the operation and maintenance of municipal water and wastewater facilities as well as planning, organizing, and supervising maintenance, repair and operation of municipal water and wastewater facilities.  Work will be performed under the general direction of the Director of Public Works and the incumbent is allowed considerable independence and initiative in accomplishing program objectives and is held responsible for the effectiveness of operations performed. The employee will be required to use personal initiative and resourcefulness in applying standard methods to varying or unique situations. The position has limited supervision in the form of assigning objectives, priorities and deadlines as well as general supervision over various unrelated types or groups of employees.  Requires responsibility for assigning jobs and coordinating activities of various groups of technical employees and the employee is responsible for decision making concerning the methods, the soundness, and the practicality of the procedures to be used. 

 

DUTIES/ABILITIES

Duties may include, but are not limited to, the following:

  • Plans, organizes, and supervises the work of employees in the operation and maintenance of utility facilities and equipment;
  • Prepares and maintains necessary records and reports;
  • Inspects assigned equipment for proper operation; operates backhoe and other equipment as required;
  • Supervises and occasionally participates in the work of a small‑sized group of employees engaged in the construction, maintenance, and repair of water and sewer mains and sewer lift stations;
  • To assign duties and follow up on the completion of those duties and maintain time records;
  • To schedule time off for holidays and vacations;
  • To report to and meet with the Director of Public Works as needed or instructed on a regular basis. Implements new or revised policies and procedures.  Prepares budgets and submits operational and financial reports.  Prepares long-range plans;
  • Requisitions necessary equipment, supplies, and materials; regularly inspects the work of subordinates;
  • Plans, organizes and directs a continuing maintenance, repair, and minor construction programs for municipal water/wastewater system;
  • Coordinate, Oversee and execute the inspection and maintenance of utility facilities and the Service Center;
  • Performs related work as required.

 
JOB-RELATED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Considerable knowledge of the principles and techniques involved in the water and wastewater field;
  • Thorough knowledge of the materials, methods, and techniques commonly used in maintenance, repair, and construction activities;
  • Thorough knowledge of the principles and practices of civil engineering as applied to the maintenance, repair, construction and operation of water and wastewater facilities; 
  • Municipal government operations and activities as applied to the analysis and evaluation of programs, policies, and operational needs;
  • Principles and practices of organization, administration, and personnel management;
  • Principles and practices of budget preparation and administration;
  • Principles and techniques of supervision, training, and performance evaluation;
  • Pertinent Federal, State, and local laws, codes, and regulations;
  • Extensive knowledge of the principles and practices applied to the operation and maintenance of pumps and similar machinery;
  • Ability to respond to the jobsite within 30 minutes from residence;
  • Ability to operate Microsoft WORD and Excel as well as learn and be proficient in work order software;
  • Ability to plan and supervise the work of a small-sized staff of employees performing skilled, semi-skilled, and unskilled work;
  •  Ability to understand and follow complex oral and written instructions;
  • Ability to express ideas effectively, orally and in writing;
  • Ability to plan and implement a comprehensive and effective maintenance and repair program; 
  • Ability to maintain a good relationship with the public and other City departments;   
  • Ability to calculate contents of chemical solutions and analyze results of tests;
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals;
  • Ability to effectively administer a variety of departmental activities;
  • Ability to identify and respond to public and City Council issues and concerns;
  • Ability to gain cooperation through discussion and persuasion;
  • Ability to operate a City vehicle;
  • Ability to follow and enforce all other City ordinances as needed;
  • Ability to inspect assigned equipment for proper operation; operate equipment as required to fulfill job duties.
  • Ability to maintain effective audio-visual discrimination and perception needed for:
    • making observations
    • communicating with others
    • reading and writing
    • operating assigned equipment
  • Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following:
    • walking, standing, or sitting for extended periods
    • carrying, holding, or lifting equipment
    • driving to a variety of meetings
    • filing of routine reports and documents

EXPERIENCE AND TRAINING GUIDELINES:

  • Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:
    • Five years of experience in the construction, maintenance, repair, and operation of water and sewer facilities, including supervisory experience
    • Minimum of one year of experience in the operation and maintenance of pumps and similar machinery
  • A high school diploma or GED equivalent with additional supervisory training

 

LICENSE OR CERTIFICATES:

Possession of, or ability to obtain, appropriate, valid water and/or wastewater licenses.

Must acquire TCEQ Class B Groundwater Operator and a Collections II Wastewater license.

Must possess or, obtain within 6 months, a valid Texas CDL License and have a good driving record.
