Class Title: Director of Finance
BRIEF DESCRIPTION:
The purpose of this position is to maintain the fiscal records and systems for the City by overseeing financial and budgeting activities. This is accomplished by maintaining balanced and accurate financial records, overseeing, and administering department financial operating functions, overseeing utility billing, accounts receivable, accounts payable, and payroll, supervising employees, assisting auditors, and administering and monitoring approved budgets. Other duties may include issuing and maintaining deeds and official records, maintaining the fixed assets inventory, investing, and monitoring City funds and pensions and interfacing with other City employees and citizens. This position provides direction to other employees.

Maintains balanced and accurate financial records by monitoring and reconciling the general ledger, comparing budgets to actual monies spent in the present and prior years, reconciling bank and balance sheet accounts and investments, monitoring revenues and expenditures, and preparing monthly reports in accordance with GASB requirements.

Oversees and administers department financial operating functions by ensuring functions are completed effectively and efficiently, overseeing the security of the central computerized financial and management information, making daily deposits, reviewing reports, posting information to the general ledger and providing assistance as needed.

Assists auditors by preparing and submitting various reports and disclosures, assisting with audits, and giving technical advice regarding account books.

Administers and monitors approved budgets by preparing budget worksheets, estimating revenues and expenditures, submitting budget requests for departments, generating various analytical reports, and monitoring finance related ordinances and resolutions.

Issues and maintains deeds and official records by issuing and recording contracts and deeds, billing and collecting charges, tracking installment payments and maintaining official record books.

Formal Education / Knowledge
|
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Baccalaureate degree or equivalent.

Experience
|
Over three years up to and including five years.

Certification and Other Requirements
|
Certified Public Accountant

Reading
|
Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math
|
Advanced - Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

|

Budget Responsibility
|
Has responsibility for final approval of at least one departmental budget and presents budget(s) to Senior Management. Is authorized to approve budgeted expenditures up to the amount that requires approval of Senior Management.

Work requires managing and monitoring work performance by directing subordinate supervisors or administrators, including making final decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed.
