Brief Description of the Job:
The Procurement coordinator implements and manages the City’s purchasing program by monitoring, analyzing and updating purchasing procedures in order to ensure compliance with state and local laws; approves purchase requests; verifies and encumbers funds; writes specifications; prepares and distributes bid documents; reviews and recommends bid awards; and assists with contract administration by creating contracts and monitoring compliance.
Education and Experience Requirements:
A Bachelor's Degree in a related field is required. Valid Texas Driver’s License, with acceptable driving record.
Possess one of the following or be able to obtain within certification guidelines:
- CPPB, Certified Professional Public Buyer, required
- CPPO, Certified Public Purchasing Officer, preferred
- CPM, Certified Purchasing Manager, preferred.
Experience:
Three (3) years of progressively responsible experience in a purchasing position; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities, preferably in a municipal government environment.
Essential Functions:
- Provide premier customer service to internal and external customers by responding to requests in a timely and professional manner. Consult with department personnel on procurement needs and provide technical assistance;
- Plans, organizes, and directs the purchasing activities of the City;
- Develops, implements and modifies purchasing policies to ensure the City’s compliance with state and local laws and regulations;
- Ensures the procurement of goods and services is done in a fair, consistent, efficient, and cost-effective manner;
- Administers purchasing activities, to include, but not limited to, training department personnel in purchasing requirements, establishing and monitoring purchasing performance objectives;
- Quality checks and approves purchasing documents;
- Prepares, reviews requisitions orders and approves purchases orders up to $49,999;
- Assists with contract administration by creating/renewing contracts and monitoring compliance; reviews and recommends bid awards; makes recommendations that impact the department budget;
- Develops requests for proposal documents, and writing purchase and contract specifications and standards, including required bid advertisements;
- Works with City departments, regarding vendor performance non-compliance with contracts, and seeking new procurement opportunities;
- Maintains current knowledge on financial management software as it relates to purchasing, purchasing records, property records and reporting.
- Accesses the budget, fixed asset, and accounts payable information as it relates to purchasing decisions;
- Manages City-wide expenditures and contracts such as utilities, copiers, fuel, janitorial services, leases, etc.;
- Responsible for proper billing, inventory and contract compliance;
- Manage property and liability insurance requirement for contracts; Administer all city fixed assets including vehicle and equipment schedules and performing tasks such as obtaining and maintaining titles; other duties as assigned.
FLSA: Non-Exempt Salary: $52,000 - $57,000
