GENERAL DESCRIPTION OF WORK:

Oversees the activities in the departments of Transportation Technology, Information Services, Technology Operations, and IT Client Services. Provides information management services leadership for the company to maximize the effectiveness of data collection, processing, and reporting. Defines and solves user requirements and utilizing the IT Team, develops and implements computer applications and solutions. Positions VIA to benefit from emerging technologies in IT.

ESSENTIAL FUNCTIONS:

Oversees all staff functions and operations of the division.

Designs, develops, and implements comprehensive, computer-based information systems to ensure users' needs are met and data is processed according to company specifications and requirements. Users include both internal and external customers.

Defines user information requirements by conferring with users and analyzing functions.

Recommends and develops computer-based business solutions. Plans system applications and assigns staff to develop, test, and complete programs. Evaluates the effectiveness of programs and offer solutions to enhance effectiveness.

Develops IT Strategic Plan, IT portion of five-year Capital Plan, and IT annual operating budget.

Prepares and maintains technical specifications and related documentation to secure procedures and prevent system failure. Responsible for the company's disaster recovery plan.

Researches and makes recommendations on hardware and software purchases.

Improves existing software programs and develops new applications to meet future business needs.

Ensures hardware and software are maintained and systems are secured through proper security procedures, back-ups, and staff training.

Keeps up-to-date on information and technology affecting functional area(s) to increase innovation and ensure compliance.

Plans, organizes, and coordinates division activities, work plans, and schedules. Develops, implements, and monitors company-wide and division policies and procedures to assure consistency with good business practices and applicable policies.

Develops leadership talent and other skills in subordinates through example, guidance, training, and delegation.

Fosters teamwork both within and across divisions.

Staffs, disciplines, counsels, and monitors division personnel.

Establishes and implements controls to assure compliance with division and company goals, budget, quality standards, performance standards, and legal requirements.

Demonstrates leadership among peers and subordinates by breaking down barriers, establishing consensus, and building support for common goals.

Conducts long and short-range planning for the division.

Maintains liaisons with individuals both inside and outside of VIA.

Develops and maintains a timely and accurate reporting system designed to keep the President/CEO informed of division progress.

Complies with all requirements imposed by the President/CEO and Board of Trustees in an efficient and professional manner.

EDUCATION AND EXPERIENCE:

Bachelor's Degree — preferably in a field related to one or more areas of department responsibility or in Business Administration.

10 years of experience in progressively responsible positions to provide an adequate background in a broad range of functions pertaining to mass transit, particularly in one or more of the areas related to the division.

5 years experience in a management position reflecting substantive knowledge in one or more areas related to the division.

Equivalent combinations of education and experience may be acceptable.

ADDITIONAL REQUIREMENTS:

Must have, or be able to quickly develop, a basic understanding of the division functions.

Must have, or be able to quickly develop, a thorough knowledge of applicable governmental regulations and federal, state, and local laws.

Must have the ability to read and understand complex material.

Must have the ability to attend meetings and other off-property functions.

PHYSICAL REQUIREMENTS:

Physical ability required to be mobile, bend, stoop, stand, reach, and lift objects weighing 5-25 pounds such as files, supplies, equipment, and large heavy reference manuals and books.

WORK ENVIRONMENT:

Works in the normal office environment.

Requires irregular hours.
