The City of Plano Human Resources Department is looking for an analytical and self-driven Human Resources Information Systems (HRIS) Administrator. Reporting directly to the Human Resource Strategic Solutions Manager, you will serve as the department’s go to individual supporting our PeopleSoft HRIS system in a functional role as well as other key HR solutions. You will be our HRIS Steward -  analyzing data flows for process improvement opportunities, implementing new features and automation, assisting end users’ when they encounter system problems, and writing reports. The ideal candidate is a proven contributor with strong leadership, communication and problem-solving skills.

Hiring Range:  The ideal candidate will be offered an annualized rate equal to $64,875 - $82,222, depending upon qualifications.

Examples of ESSENTIAL JOB FUNCTIONS

  • Serves as liaison with Technology Services for all Human Resources computer software needs.
  • Provides support for HRMS platforms, including but not limited to, researching and resolving HRMS problems, unexpected results; performs scheduled activities; recommends solutions to meet requirements.
  • Ensures data integrity by utilizing quality assurance methods to review data for accuracy, content and proper system utilization.
  • Writes and produces reports and queries from HRIS data that supports Human Resources, Management, City Council and other users with effective decision-making tools and facilitates work processes.
  • Delivers effective user training, provides daily assistance to users and produces written documentation on PeopleSoft system use and functionality for all Human Resources staff.
  • Develops, documents, and maintains all procedures relating to use of PeopleSoft by staff.
  • Assists in implementation of future PeopleSoft HRIS phases and upgrades, working with Technology Services to ensure system functions at full/planned potential. Provides support in implementation upgraded platform including review of current HR processes and providing recommendations for process improvements in support new modules.
  • Continuously monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned human resources functions and programs, service delivery methods and procedures; works with co-workers and supervisors on the continuous improvement of the Human Resources Department.
  • Ensures database compatibility between HRIS and other City system requiring connectivity and access to data.  Maintains data integrity and keeps data updated from other City systems.
  • Represents the City of Plano Human Resources at local, regional and national user group organizations.
  • Performs other duties as assigned

Typical Decisions: Reviews Human Resources needs and requirements, and assists in making recommendations; reviews business requirements, determines procedural documentation needs, training requirements for end users, and data requirements for reports.

Minimum Qualifications:

Knowledge of: Policies, procedures, functions and activities of a Human Resources department as well as an in-depth knowledge of the local, state, and federal laws relating to Human Resources Management.  Must have knowledge of all functional aspects of PeopleSoft.  Must have knowledge of Microsoft Office Language, basic database design and maintenance, word processing and spreadsheets. Must have knowledge of troubleshooting techniques and practices, documentation standards and system interoperability.

Skill in: Effective oral and written communication; organizing and scheduling; operational planning and system upgrades and troubleshooting, including ability to relate technical information to non-technical person; the use of PCs and peripheral equipment; creating and using moderately complex mathematical formulas; excellent public relations skills; in-depth system functionality testing; effectively leadership, motivating and coordinating the activities of others; and training others and recognizing training needs.

Education: Bachelor’s Degree in Computer Science, Human Resources Management or related field with emphasis in database administration, system analysis or human resources information systems.

Experience: Minimum three (3) years of experience with leading-edge HRIS systems, PeopleSoft preferred, with at least two years of experience in a Human Resources environment and extensive use of PC and peripheral equipment.

Any equivalent work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Licenses and Certifications: Must have a valid Class “C” Driver’s License (must obtain Texas Class “C” driver’s license within 30 days of hire per state law).

Conditions of EmploymentMust pass a drug test, driver’s license check, criminal history background check, and social security number verification check.

Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
