Summary:
Plans, directs, and supervises the activities of employees engaged in engineering of streets and drainage projects.
Essential Functions:
- Plan, organize, and direct the activities of employees engaged in engineering and inspection of street and drainage projects. Plan, organize and direct the activities of employees engaged in activities of Right-of-Way real estate transactions, Right-of-Way construction management, and Geographic Information management and mapping;
- Select, train, and supervise personnel directly or through subordinate supervisors, establish performance standards, evaluate the performance of subordinate staff, and establish work priorities, goals, objectives, and schedules;
- Develop and administer pubic relations effort to inform citizens or internal staff or services provided and promote effective citizen and staff relations;
- Prepare plans and specifications for streets or drainage projects;
- Prepare agenda items for the Streets/Drainage engineering functions for City Council meetings;
- Prepare and administer annual operating budget and capital project budget;
- Review preliminary plats, attend Planning and Zoning Commission meetings;
- Confer with developers concerning drainage and paving improvements;
- Coordinate projects with Highway and County Engineering Staffs and the Street Maintenance Department;
- Perform related duties as directed.
Qualifications:
Completion of a bachelor degree in civil engineering or closely related field with an additional five to seven years experience in professional civil engineering which includes management experience; or any combination of relevant education and experience which provides the following:
Valid Current Driver's License
Physical Exam Required
Registered Professional Engineer
Knowledge and Abilities:
Knowledge of:
- Principles and practices of Civil Engineering related to street construction and drainage.
Ability to:
- Operate computer and related software;
- Plan, organize, and direct public works projects;
- Perform professional engineering duties;
- Maintain effective working relationships with others;
- Communicate effectively orally and in writing;
- Supervise the work of others.
Physical Requirements
- Frequently stand and walk during the shift;
- Occasionally climb stairs, ladders, and inclined surfaces;
- Frequently bend during the shift;
- Frequently kneel during the shift;
- Frequently lift and carry up to 25 pounds; and occasionally lift and carry up to 50 pounds;
- Frequently push and pull objects;
- Frequently flex upper trunk forward at the waist and partially at the knees;
- Frequently rotate upper trunk to the right or left while sitting of standing;
- Place arms above, at, and below shoulder height;
- Coordinate eye, hand, and foot movement in order to operate a vehicle.
Licenses/Certifications
Registered Professional Engineer;
Texas Driver's License.
