MAJOR FUNCTION
Highly responsible professional engineering and management work responsible for directing all activities of development review and site construction inspection within the Land Development Division.

ILLUSTRATIVE DUTIES
Plans, assigns, directs, and exercises general supervision of engineers, surveyors, and inspectors in duties related to technical engineering, project management, and review of development projects.
Oversees the daily activities of staff in plans review and inspection of development involving roads, drainage, access, water, wastewater, and reclaimed water transmission, distribution, collection systems, and facilities.
Interprets and applies ordinances governing development of the County, such as the Land Development Code, Comprehensive Plan, and Utility Code. Reviews and evaluates the testing and inspection procedures used to ensure compliance with engineering standards, particularly those within the Land Development Code and Utility Code.
Analyzes and provides recommendations on development issues requiring engineering expertise. Performs critical engineering feasibility analyses and hydraulic analyses. Follows up and resolves conflicts involving engineering plans and development proposals. Develops and implements procedures for the timely and efficient review of technical engineering plans and inspection of development site work. May sign and seal permit applications and construction drawings as required.
Coordinates with other county divisions, such as Utilities and Transportation, to ensure that new development adequately interfaces with public infrastructure. May interface with other city, county, state, and federal agencies, as well as the development community. Conducts and attends meetings and conferences to discuss development review and other pertinent matters. Provides engineering, technical support, and information to the Land Development Division, Utilities Division, and others as required. Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of concepts, techniques, methods, procedures, principles and practices of civil and environmental engineering related to road construction, drainage design, and water and wastewater systems. Ability to read and interpret complex engineering plans. Ability to prepare engineering and related reports, letters, and memorandums, etc. Ability to review, investigate, and integrate engineering studies, programs and proposals, making valid recommendations and decisions. Ability to establish and maintain effective working relationships with employees, officials, and the public. Ability to communicate effectively with both technical and non- technical audiences.

Ability to develop engineering scopes of work and construction contracts and oversee consultant work. Ability to plan, organize, and coordinate capital and engineering design work projects.

Ability to see, talk, ambulate independently, bend, stoop, sit, stand, drive, make written notation, and perform creative writing tasks. Ability to concentrate on detail and sequential work tasks, to perform mathematical tasks and to research, investigate, detect, inspect, and verify and recommend solutions to recognize information or work and take remedial action independently.

MINIMUM QUALIFICATIONS

Graduate of an accredited four (4) year college or university with major course work in Civil Engineering and minimum of five (5) year experience in development review, engineering design, permitting, project/construction management involving water and wastewater utilities, including a minimum of three (3) years of related supervisory or administrative engineering capacity. Must be a registered Professional Engineer and if not in Florida, must obtain reciprocity in the State of Florida within six (6) months of employment. Must possess a valid drivers license and be able to secure a valid Florida drivers license at the time of employment. A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of the college degree, Professional Engineering registration and drivers license requirements.

SPECIAL REQUIREMENT

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
