The City of Mansfield Engineering Department is seeking a Capital Project Engineer.  See description for the minimum qualifications for this position. The ideal candidate will possess at least four years of experience designing and/or managing capital improvement projects and have the ability to coordinate and communicate effectively with consultants, contractors and inspectors which is critical to the performance of this position and will be a significant factor in the evaluation of applicants.  A cover letter and resume must be submitted to be considered for the position.

 

JOB DESCRIPTION:

Responsible for coordinating and controlling engineering activities to ensure that city infrastructure, roadway, drainage, water and sewer facilities are designed and constructed to operate safely and efficiently, subject to direction and review.

 

EXAMPLES OF WORK TO BE PERFORMED:

  • Manage design procurement and administration for all types of capital improvement projects including roadways, drainage facilities, water lines and sewer lines.
  • Provide review and direction relating to engineering plans, specifications, and reports on infrastructure improvement projects.
  • Manage construction procurement and administration for the construction of projects as listed above by serving as the city’s representative during all phases of construction activity.
  • Perform construction observations and site inspections when necessary and coordinate with construction inspections staff, engineering consultants, and contractors during project construction.
  • Review and coordinate proposed improvements by franchise utility companies (electric, gas, telecommunications)
  • Perform field surveys when necessary for use in design of assigned projects.
  • Evaluate and respond to public, inter-departmental and city official inquiries.
  • Prepare city council agenda items for assigned infrastructure projects.
  • Travel to attend meetings, conferences and training.
  • Perform other job duties as may be required.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

  • Knowledge of civil engineering design, construction methods and materials, plan and specification review, cost estimating and surveying.
  • Ability to work well with other city departments, consultants, contractors, other government agencies, and the general public.
  • Ability to communicate effectively orally and in writing about both technical and non-technical matters.
  • Skill in analyzing and evaluating major projects, studies, policies, and procedures to develop recommendations for improvements relative to the City of Mansfield’s accepted standards.
  • Computer experience including typical office and engineering applications.

 

REQUIRED EDUCATION, TRAINING AND EXPERIENCE:

  • Bachelor’s degree in civil engineering from an accredited college or university.
  • Four or more years of experience in engineering design, analysis, review, study preparation or project management and licensed as a Professional Engineer in the State of Texas or ability to obtain license within six months.

  • Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
  • Fingering. Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping. Applying pressure to an object with the fingers and palm.
  • Talking. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound.

 

2. The physical requirements of this position

  • Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.

 

3. The visual acuity requirements including color, depth perception, and field vision.

  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
