Job Description

The Emergency Preparedness Department at the North Central Texas Council of Governments (NCTCOG) is seeking to hire a part-time Emergency Preparedness Program Assistant II to work with our Emergency Preparedness Department.  The selected individual will work with the Homeland Security Grant Program, regional subject matter expert working groups, committees, emergency managers, and elected officials.

This position serves the NCTCOG 16 county region with the implementation and execution of Homeland Security planning and grant activities. In this role, the selected individual will be responsible for the management of regional grant projects, acting as a liaison between the state and local stakeholders, and the subject matter experts concerning all grant related matters. Additionally, this role requires you to have a good understanding of capabilities across the region and the ability to provide information to regional representatives while remaining neutral.

Key Responsibilities

  • Grant management (Timelines, deliverables, budget, and reporting)
  • Interpretation and implementation of grant guidance, rules, policies, and regulations
  • Write, submit, manage, and track, and reconcile grant projects
  • Optimize the grant administration process
  • Serve as a liaison between the state administrative agency and local stakeholders
  • Coordinate, organize, facilitate, and lead meetings (Working Groups, etc.)
  • Develop relationships and collaborate with key stakeholders
  • Assist w/ the development and submission of the Threat and Hazard Identification and Risk Assessment (THIRA), Stakeholder Preparedness Review (SPR), and Implementation Plan (IP)
  • Create, organize, and store documentation in accordance with federal, state, and local document retention policies and procedures
  • Conducting regional presentations for training and informational purposes

  • Basic Knowledge of Emergency Management functions and special response team capabilities
  • Prior experience with writing planning documents

Required Experience

  • Bachelor’s Degree from an accredited university in Emergency Management, Public Safety, Public Administration, Homeland Security, or another related field
  • Up to one year work related experience

Salary

Hourly Rate: $23.31 – $30.30

FLSA: Non-Exempt

An employee becomes forty percent (40%) vested in NCTCOG's contributions after three full years of employment. An additional fifteen percent {15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
