  • Supervises and oversees Code Compliance Officers
  • Serves as the trainer, scheduler, and planner for Code Compliance Officers
  • Respond to high-priority and escalating requests for service, provides guidance on difficult code cases
  • Assist with hiring and developing staff through review of performance data, conferences, training, and counseling; assigns work.
  • Reviews codes, ordinances, and processes for accuracy and efficiency, and recommends revisions and updates.
  • Conducts research for special projects.
  • Investigates complaints and perform inspections of reported code violations on private and public property to ensure compliance with the City's Municipal Code and Unified Development Code, which may include nuisance complaints, land use or zoning violations, substandard structures, weeds, and uncultivated growth, trash, junk and debris, junk vehicles, building code, and other permit violations. Also determines if other violations are present at the reported property while on-site
  • Issues warnings, correction notices, and notices of violation as required. Prepare comprehensive reports and provide documentation and notification to property owners of substandard structures and properties.
  • Assigns work orders to mow/clean up contractors and conducts contractor fee reviews.
  • Prepare cases for hearings and trials by assembling reports, photos, and other relevant documents regarding the code violation case to be processed in either Municipal Court or the Building Standards Commission, which may include testifying as a witness on behalf of the City.
  • Read and interpret maps, plats, codes, ordinances, and regulations.
  • Research Property Ownership; Utilize tax records, court records, and other resources to identify property ownership of land and/or business property, and/or tenant occupancy in order to process related violations. 
  • Research Vehicle Ownership; Utilize Texas DMV, tax, and court records to identify vehicle ownership and lien holders (if applicable) in order to process vehicle-related violations such as junk or abandoned vehicles.
  • Collaborates with the other inspectors, departments, and agencies as required to ensure compliance with codes.
  • Responds to complex Customer inquiries regarding reported complaints and the outcome (results) in a timely fashion.
  • Attends citizen group meetings in order to answer questions and educate customers about City ordinances and standards, as well as basic code enforcement practices, processes, and procedures.
  • Conducts research for special projects.
  • Complies with all applicable department and division security and safety rules, regulations, and standards pertaining to vehicles and personal safety.
  • Assists in the development and publication of handbooks and standard operating procedures for the department.
  • Prepare and submit daily and monthly reports as assigned and on time.
  • Review reports submitted by staff for accuracy and completion.
  • Performs other duties as assigned.

Minimum Requirements

Associate's degree from an accredited college or university with major coursework in Criminal Justice, Law Enforcement, Urban Planning, Environmental Science, Engineering Technology or a field related to the type of work to be performed. Five (5) years of full-time progressively responsible work experience in public/municipal code enforcement. Two (2) years of the required experience must have been in a lead or supervisory capacity.

One (1) year (30 semester hours) from an accredited college or university with major coursework in a field related to the type of work to be performed may substitute for one (1) year of the required experience.

Knowledge/Skills/Abilities

Knowledge of:

  • Municipal Ordinance, Unified Development Code, applicable state and federal codes, regulations, and guidelines.
  • Legal procedure for enforcing Municipal Ordinance, Unified Development Code, and applicable state laws.
  • Basic inspection and investigation techniques in order to properly conduct inspections of properties for violations.
  • Knowledge of basic construction standards is a plus.
  • Supervisory and management practices and principles.

Skills:

  • Excellent communication skills through telephone, written, and face-to-face interactions.
  • Interpret and apply ordinances, state laws, code books, environmental regulations, procedural manuals, policy statements, public safety reports, maps, plat maps, building and/or site plans, and court records.
  • Proficient computer skills including Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.), internet browser, and the ability to quickly learn other software applications; including desktop and portable devices.
  • Accurate and detailed record keeping/data entry to include case notes, photos, and daily and monthly reports.
  • Writing appropriate Violation Warning letters, Notice of Violation forms, and Customer Service letters.
  • Preparing records and reports in an organized fashion, admissible to court for hearings and trials.
  • Interpreting data and preparing statistical reports using basic mathematical calculations.
  • Working independently in the absence of immediate supervision.

Certification(s)/Licenses Required

  • Must possess a Valid Class "C" Texas driver's license.
  • Must be registered as a Code Enforcement Officer with the Texas Department of Licensing and Regulation.
  • Must obtain ICC International Property Maintenance Inspector Certification within one (1) year of employment.
  • Must obtain ICC International Zoning Inspector Certification within one (1) year of employment.
  • Must complete requirements for Code Compliance Officer Level II within one (1) year of employment. (Note, completion of the step program by the CCO supervisor is a requirement for the position, but does not initiate a pay change upon completion.)
  • Must complete requirements for Code Compliance Officer Level III within two (2) years of employment. (Note, completion of the step program by the CCO supervisor is a requirement, but does not initiate a pay change upon completion.)

Working Environment

Work is primarily in an office environment doing paperwork, using a computer, writing letters, answering the telephone, and dealing with customers. A small portion of the workday may require exposure to weather extremes such as heat, cold, and rain, and possible exposure to dust, loud noise, outdoor allergens, odors, chemicals, odors, and other physical hazards or health hazards. At times, work may require accessing and inspecting unkempt, overgrown properties, and sub-standard structures, and frequently involves communications with irate and sometimes confrontational customers.

Hiring Range: $29.91 - 37.47, hourly.
