JOB DESCRIPTION: 

Under the general direction of the Executive Director of Public Works, the Assistant Director of Public Works - Street and Traffic Operations is responsible for overseeing and managing the planning, maintenance, and operations of the street and traffic infrastructure within the public works department. This role involves coordinating activities related to street maintenance and traffic management.

 

EXAMPLES OF WORK TO BE PERFORMED:

  • Assist the Executive Director of Public Works in developing and implementing departmental goals, policies, and strategies related to street and traffic operations.

  • Prepares and presents reports on the progress of departmental and division programs and related issues on a variety of topics for city management, citizens, and the city council.

  • Manage and supervise the street maintenance and traffic operations divisions within the public works department.

  • Coordinate the planning and execution of street maintenance programs, including resurfacing, pothole repair, and panel replacements.

  • Oversee traffic management activities, such as signal timing, signage, and pavement markings, to ensure efficient and safe traffic flow.

  • Collaborate with city planners, engineers, and transportation agencies on transportation planning initiatives and projects.

  • Monitor and analyze traffic data to identify trends, address congestion issues, and improve traffic safety.

  • Develop and manage budgets for street and traffic operations and ensure compliance with budgetary constraints.

  • Respond to public inquiries and complaints related to street and traffic issues and work to address community concerns.

  • Ensure compliance with relevant regulations, codes, and standards in all street and traffic operations activities.

  • Stay informed about industry best practices, emerging technologies, and trends in street maintenance and traffic management.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

  • Knowledge of street maintenance techniques, traffic engineering principles, and transportation planning concepts. 

  • Knowledge of methods, materials, and equipment used to maintain and repair streets, traffic devices, and drainage systems. 

  • Ability to convey written or verbal instructions.

  • Ability to communicate effectively with other city employees, departments, and the public. Skilled in making analytical observations and determining proper action.


 

REQUIRED EDUCATION, TRAINING AND EXPERIENCE:

  • Bachelor’s degree in Civil Engineering, Public Administration, Construction Management, or a related field.

  • Texas Driver License. 

  • Minimum of seven years of experience in a department-level management capacity, in a related field, or educational equivalent. 

 

DESIRED TRAINING AND EXPERIENCE:

  • Additional training or experience in a related field.

  • Stooping. Bending body downward and forward by bending spine at the waist.

  • Crouching. Bending the body downward and forward by bending leg and spine.

  • Crawling. Moving about on hands and knees or hands and feet.

  • Reaching. Extending hand(s) and arm(s) in any direction.

  • Standing. Particularly for sustained periods of time.

  • Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

  • Pushing. Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.

  • Pulling. Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.

  • Lifting. Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires substantial use of upper extremities and back muscles.

  • Fingering. Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.

  • Grasping. Applying pressure to an object with the fingers and palm.

  • Feeling. Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.

  • Talking. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound.

  • Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.

2. The physical requirements of this position

  • Very heavy work. Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.

3. The visual acuity requirements including color, depth perception, and field vision. 

  • The worker is required to have visual acuity to operate motor vehicles and/or heavy equipment.

4. The conditions the worker will be subject to in this position 

  • The worker is subject to extreme cold. Temperatures typically below 32° for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.

  • The worker is subject to extreme heat. Temperatures above 100° for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.

  • The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level.

  • The worker is subject to vibration. Exposure to oscillating movements of the extremities or whole body.

  • The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
