Position Summary: Provides direct supervision and coordination of activities to support the collection and disposal of refuse.  

Principal Duties/Responsibilities: 

  1. Responsible for daily duties and evaluations of personnel under his supervision.
  2. Supervises welder, container maintenance technician, drivers, and labors assigned to Route Support.
  3. Responsible for maintaining an organized, clean shop and stock yard.
  4. Verifies the accuracy of daily reports generated by Route Support employees.
  5. Responsible for the inventory and placement of side load containers, and roll out carts.
  6. Maintains an accurate daily account of container movement in data base.
  7. Assists in gathering information during the budget process.
  8. Investigates and resolves a variety of complaints, and work orders related to container placement and movement.
  9. Helps control the welfare of the public by maintaining mosquito control equipment, chemicals, and applications.
  10. Supervises the refurbishment of damaged garbage containers and equipment.
  11. Supervises minor metal fabrication projects. Maintains inventory of supplies and parts used.
  12. Corrects problems that hamper daily collection operations; for example:   relocation of boxes, cutting of tree limbs, container repair in the field, and any small emergency.
  13. Assures preventive maintenance is performed on equipment under his supervision.
  14. Assures that employees follow City policies and Safety procedures, and wear proper safety equipment.
  15. Participates in the hiring, disciplinary action, and termination of employees when necessary.
  16. Required to be on standby on a rotating basis with other supervisors.
  17. Must have and maintain a cell phone for City use to hold this position.
  18. Supports the divisional operations with regular and timely attendance.
  19. Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.   


Education: Minimum of a high school diploma or G.E.D. certification required. Prefer welding courses or equivalent job experience.  

Experience: One to two years welding and fabricating experience or combination of welding courses and job experience. Experience with sandblasting, and painting operations and techniques. Experience with rubber tire loading and construction equipment. 

Certification: Possess a valid Texas class B-CDL Driver License. Possess, or has the ability to obtain a non-commercial TDA pest control license.                                               

Knowledge, Skills, and Abilities: Knowledge of the occupational hazards and safe conduct of heavy manual work.   Ability to read, write, understand and follow, oral and written instructions. Basic knowledge of welding, cutting, and fabrication techniques. Ability to read and interpret fabrication blueprints, City and County maps. Ability to train and supervise employees. Ability to perform the routine maintenance of assigned equipment. Ability to deal effectively with co-workers, supervisors, and the public. Ability to work under adverse weather conditions. Ability to maintain and control confidential information. 

Skills Test: A driving test with the appropriate equipment will be given. Welding and blueprint test to show basic skills. 

Safety Requirement: City approved safety shoes and safety eye protection must be worn. Hard hat and safety vest are required at various locations.
