Description

Definition:

This is a command level, full-time position in the City's Fire & Rescue Services Department.  An individual in this position functions as the Department Lead Trainer and Manager who promotes a safe and coordinated learning environment that results in excellent services consistent with a High-Performing Organization (HPO).  This position serves as the department liaison to various regulatory agencies regarding training certification requirements and maintenance thereof.

Examples of Work:

•Coordinate with all divisions to ensure high quality and appropriate training; develop, deliver, and participate in required and supplemental department training and education opportunities; maintain skills and continuing education according to department expectations, evaluate staff performance and coordinate training to assist staff develop to their highest potential.
•Lead or supervise personnel in training and coordinate training of new personnel; support the selection and promotional processes; assist in the motivation of personnel; encourage and guide employee work efforts to be successful, creative, and resourceful within their decision-making responsibilities; counsel employees on career development; provide coaching, mentoring, and corrective action as needed; enforce policies, procedures, and regulations.
•Conduct and complete training assessments, periodic performance testing and quality assurance/critique or scenes and situations to identify compliance to departmental safety policies;
•Identify and research opportunities to improve service delivery methods, procedures, and programs; assist with development of new programs, policy regulations, guidelines and best practices; attend and participate in professional group meetings; stay abreast of trends and innovations in the emergency service career field; may supervise the selection, maintenance, testing, and replacement of departmental equipment and apparatus; complete, review, and maintain departmental reports and documents; assist in developing and evaluating the Department's strategic plan.
•Assist with the development of the Training division budget; forecast funding required for staffing, equipment, materials, and supplies; research and make recommendations for purchases; recommend budget adjustments as necessary; develop and review specifications required for bids; review bids for compliance; and monitor, review and approve purchases as directed.
•May serve as the departments safety officer during training and emergency operations; coordinate the administration of the Department Health & Wellness program; provide for the privacy and security issues related to HIPAA regulations for medical records from medical calls; maintain and update the EMS Standards of Care as directed; investigate reports of on-duty injuries, accidents, and violations of protocol or standard operating procedures;
•May serve as a resource for instructors administering training at various levels of our department to enhance our training delivery capabilities;
•Assist with identification, applications and the administration of grants; maintain records and training documentation; update records by changing policies and procedures; record requests for training; and audit records to evaluate compliance with state agencies;
•May be called to represent the Missouri City Fire and Rescue at local, county, state, federal exhibitions, conferences, meetings, seminars, and like events;
•Subject to 24 hour recall;
•May perform other related duties as assigned.


Education, Experience, or Certification:

Associate's degree from an accredited College or University. Fire Officer II Certification through the Texas Commission on Fire Protection. Minimum of two years as a Battalion Chief or higher, or six years as a Lieutenant. Certified Advanced Firefighter by the Texas Commission on Fire Protection. Emergency Medical Technician from National Registry or Texas Department of State Health Services.

Bachelor's degree from an accredited college or university. Paramedic certification from Texas Department of State Health Services or National Registry. Master Firefighter certification are highly desired.

Supplemental Information

The MCFRSD may apply/consider credentialing from agencies such as the State of Texas Fire Commission and the International Fire Service Accreditation Congress (IFSAC) via established reciprocal processes.

The Department of Human Resources & Organizational Development may consider an equivalent combination of education, training and/or experience.
