The Project Engineer provides technological design, construction oversight, operational testing and project management for all high technology related projects to include the Supervisor Control and Data Acquisition (SCADA) network and Traffic Signalization network.  Defines and drafts technical standards and system design to provide a framework for engineers and contractors.  Assists engineers and staff in drafting specifications for bid documents, evaluating proposals and rating responses.  Collaborates with senior management, engineers, and end-users to establish goals, review projects and perform a needs analysis as they relate to technology requirements. 

Oversees technology related activities during project implementation and performs inspections and/or testing prior to final acceptance. Ensures end-users receive adequate training to operate the system.  Works directly with Information Technology to ensure City established security and compatibility standards are maintained, application requirements are understood, resources are available and negotiate support level agreements for projects. 
 
Provides project management and coordination of construction projects of public buildings, roads, and utility infrastructure,: To include  assisting in contract negotiations, quality assurance, review of construction plans (including constructability reviews), negotiation of change orders, preparation of and tracking of schedules, preparation of cost estimates, preparation and review of specifications, management of construction costs, review pay estimates and change order requests, and preparing contract documents.   Ensures that work is performed in accordance with contract plans, specifications, and City codes and ordinances.
 
Attendance is an essential function of this position.  The City reserves the right to require an employee in this position to work more than 40 hours a week.  This position provides services or performs duties for the benefit of the general public during emergency situations.  These may include services or duties different from those performed in the usual course and scope of your job.  In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.

 

DUTIES:

  • Resolves project conflicts and prepares, or causes to be prepared, appropriate design and specifications to implement contract documents.  Prepares cost estimates and negotiates contracts and change orders. Provides coordination between City of Baytown Departments, Consultants, contractors,  and Administration.
  • Supervises and conducts quality assurance observations on projects.
  • Reviews construction documents including design proposals, RFQs, etc. to ensure compliance with City codes, regulations, and ordinances..
  • Administers contracts and monitors project progress.  Reviews and recommends payment of contractor's and consultant's invoices. Participates in A&E Meetings, Pre-Bids, Bid Openings, and Pre-Construction meetings.  Process Requests for Information, and Cost Proposal.
  • Coordinates and communicates with citizens, developers, consultants and other governmental agencies.  Participates in the planning and construction of public infrastructure and in the development of the  Project CIP. Coordinates with Project Utility Companies (Electrical, Gas, Fiber optic, Cable, etc.)
  • Performs all other related duties as assigned.

 

REQUIREMENTS:

REQUIRED:

  1. Bachelors  Degree in engineering, architecture, construction management, or related field from an accredited university. Five years' experience in construction project inspection and management, including three of those years working on projects using public (municipal) funds.
  2. Knowledge of electrical and mechanical systems.
  3. Computer literate.
  4. Valid State of Texas Driver's License with acceptable driving record.


PREFERRED:

  1. Municipal engineering experience.
  2. CADD and GIS experience.
  3. Experience in Microsoft Project and/or equivalent software programs.

 

 

ADDITIONAL:

Knowledge of engineering practices and principles, construction techniques, and governmental agency's codes and regulations.  Knowledge of building design; surveying; map and plan reading; project management; and contract administration.  Knowledge of computers and project management software programs.  Ability to communicate effectively both verbally and in writing.  Ability to negotiate contract change orders.  Effective public relations and customer service skills.  Ability to plan, organize, assign, and coordinate the activities of the division.  Ability to analyze information, develop courses of action, and make recommendation.  Ability to get along appropriately with co-workers and the public.
