Utilities Equipment Operator

Summary: Under basic supervision operates a variety of heavy and light equipment for the Water Distribution/Wastewater Collection (W/WW) maintenance and repair operations; executes work orders, and follows directions, based on work experience.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Performs the daily operations of the Water Distribution/Wastewater Collection (W/WWW) Field Operations; assures that all actions are completed safely.
  • Conducts utility maintenance and repair utilizing, equipment, materials and tools required to complete work orders.
  • Operates all pieces of heavy equipment required to maintain, clean, and repair W/WW infrastructure.
  • Collects necessary materials, tools, equipment and instructions before arriving at the job site.
  • Performs work assignments; follows all city and departmental regulations and safety requirements while operating machinery and performing manual labor.
  • Contributes to work site actions to assure that safety rules and regulations are followed, and that the work zone, traffic control, and all equipment are in safe operating condition.
  • Operates light machinery in accordance with all safety guidelines, including OCHA.
  • Utilizes proper safety precautions in all work performed; reports problems and emergency situations; recognizes, avoids, and reports unsafe acts, conditions, accidents, and injuries.
  • Perform the job of Utility Field Operations Maintenance Tech as workload requires.
  • Supports the divisional operations with regular and timely attendance.
  •  Must have and maintain a cell phone for City use to hold this position.
  • Responds to emergency maintenance requests during normal hours and after hours when on call.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

 Minimum Qualifications:


Education, Training and Experience Guidelines: High School Diploma or GED preferred; AND one year experience operation, construction, maintenance or repair of water and wastewater systems in the City of Odessa; OR two years' work experience in operating specialized equipment.

Knowledge of:

  • Principles, practices, methods, materials, tools, and equipment used in public utility maintenance.
  • Safety standards for heavy equipment operations.
  • OSHA rules and regulations, and other safety requirements needed to maintain and repair W/WW infrastructure.
  • Texas Commission on Environmental Quality (TCEQ) and American Waste Water Associations rules and regulations.


Skill in:

  • Completing maintenance and repair work orders.
  • Reading and interpreting plans, schematics, and specifications.
  • Understanding utility location marks.
  • Following directions of crew leader.
  • Troubleshooting, repairing, and maintaining water, wastewater, water meters, and specialty equipment and control systems.
  • Promoting and enforcing safe work practices.
  • Operating a personal computer utilizing standard and specialized software.
  • Establishing and maintaining effective working relationships with co-workers.
  • Verbal and written communication.


License and certification requirements: A Texas State Commercial Class A Driver's License is required or the ability to obtain within six (6) months of employment. Water Distribution or Wastewater Collection license is highly desired.


Physical demands and working environment: Work is performed in outdoors at work sites.
Work schedule includes after hours, weekends and holidays. Must be able to respond to after hour emergencies as needed. Work rotating and rotating call duty as required. City approved safety boots must be worn. Division safety equipment is furnished and must be used as prescribed by policies.
