This is a leadership role in the Human Resources Department responsible for the following functional areas: recruitment, classification, compensation, volunteer program and office operations service delivery. The position is responsible for leading and guiding the organization toward a well-established recruitment, promotion and retention strategy that supports Sarasota County Government's (SCG) overall mission and diversity goals. In addition, this position is responsible for operational, front-of-the-house office processes and personnel.

 

 

Subject to Passing Substance Screening:

 

 

This position is subject to passing a pre-employment substance screening.  An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five years.

 

 

Duties:

 

  • Provides human resource expertise to all levels of management relative to recruitment and human resource actions, including classification, compensation, wage and salary, and employment law, to ensure consistent, fair and uniform policy application. Responsible for the provision of studies on human resources programs for long- and short-range staffing needs, diversity, classification and compensation. Designs and implements an effective recruiting and selection system to attract candidates based on bona fide occupational qualifications and values that support the vision and mission statements of Sarasota County Government. Manages contracts related to recruitment and temporary staffing for the organization. Works closely with the Manager, Data and Analytics to create and improve the automation of human resources processes, data necessary for ensuring diversity, turnover analyses and management reporting requirements. Oversees the County's Volunteer Program and provides direction on marketing, community outreach and engagement, data management and other functions related Volunteer Program efforts.
  • Maintains an overall employee compensation program that is fair and equitable when compared with local, public-agency and industry occupation and performance standards, emphasizing pay for performance and team recognition. Provides support and expert advice in updating and interpreting the County's policies with legal principles relative to employment law, e.g., (Fair Labor Standards Act, ADA, EEO, labor law, etc.). Responsible for strategic planning and continuous process improvement for applicable HR functions. Contributes to the department's business plan for budget development and makes recommendations for enterprise-wide compensation budget. Responsible for identification and projection of current employment trends and staffing needs. Responsible for updating the affirmative action/diversity and inclusion program and ensuring the organization monitors diversity goals. Takes an active role in the hiring, training, development, and performance evaluation of HR Department staff members.
  • Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance  audits; reviews audit findings and ensures appropriate controls are established and implemented.

Minimum Qualifications:  A  Bachelor's Degree from an accredited college or university with a major in Human Resources, Public Administration, Business Administration or a related field and four (4) years of human resources management experience in a large organization. A Master's Degree from an accredited college or university with a major in Human Resources, Public Administration, Business Administration or a related field can substitute for one year of the required experience. Progressively responsible, professional experience as described herein may be substituted on a year-for-year basis for the required college degree.

 

 

Preferred Qualifications:   PHR, SPHR, SHRM-SCP or CP, CCP certifications(s) preferred. Taleo, Neogov, Workday or other recruitment application experience strongly preferred.

  • Knowledge of federal, state and local laws and guidelines pertaining to employment and wage and hour.
  • Knowledge of classification and compensation methods, principles, practices and procedures.
  • Knowledge of human resources management legislation affecting public employment.
  • Ability to create and write comprehensive class specification and position descriptions.
  • Knowledge of best practices in human resources management.
  • Ability to develop, coach and mentor staff.
  • Ability to apply creative solutions to challenges.
  • Skill in developing and conducting training sessions.
  • Skill in oral and written communications.
  • Ability to conduct research, prepare statistical reports and interpret and analyze data.
  • Ability to establish and maintain effective working relationships.
