Performs responsible, analytical and project-oriented work primarily in areas such as compensation, classification, and organizational development. Performs job evaluation and compensation analysis; researches solutions and trends to prepare recommendations to management to support industry best practices.

Serves as a member of the Human Resources team who demonstrates our City values of integrity, collaboration, passion and creativity. Responsible for building and sustaining positive working relationships with internal and external customers and develop a professional and ethical reputation.

Position reports to the Assistant Human Resources Director.

Hiring Range:  $45,880 to $57,300

This position will be subject to additional security clearances as mandated by the FDLE, CJSTC and the Largo Police Department, due to their access to the police department facility or police department's electronic data.

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location and may include duties other than those specified in the employees official job description. 




  • Responsible for diverse assignments and projects focused on job evaluations and classification programs, development of job descriptions, compensation initiatives and studies and market analysis.
  • Researches job and worker requirements, structural and functional relationships among jobs and occupations, and occupational trends.
  • Evaluates job descriptions, classifications and compensation to ensure the City's ability to recruit high quality employees who will help achieve the City's Mission, Vision and Values.

  • Conducts salary surveys (market analysis) making contacts with various organizations in the community and other public agencies; statistically analyzes the data collected into a comprehensive report.

  • Using intermediate level knowledge of HRIS systems, participates in systems administration/maintenance of compensation administration; systems implementation of  an Enterprise Resource Planning (ERP); etc.

  • Plans, organizes, and develops comprehensive reports and organizational surveys, ranging in scope size from small to large.

  • Conducts and prepares research to make recommendations for process improvement of internal Human Resources policies, practices, and procedures.

  • Conducts employee surveys; investigates and researches issues, prepares report of findings and recommendations; participates in corrective action as necessary.
  • Develops and utilizes repeatable processes and organizational tools for department-wide use.
  • Participates in the preparation of documentation required for claims and hearings. May be involved in the coordination with witnesses and preparation of statements for hearings; representation of the City at hearings, and preparation of quarterly statements on invoices.

  • Researches, collects, and analyzes data to develop reports to federal and state agencies on behalf of the organization.

  • Effectively communicates and presents work products findings to management, and internal stakeholders.

  • Performs related work as required.




Education & Experience *

  • Bachelors degree in Human Resources, Business Management or other directly related program.  Masters degree preferred.
  • Minimum of 3 years of directly related work experience, specifically in analysis, research, and human resources.
  • Project management experience
  • Intermediate proficiency with technology including HRIS databases and reporting, spreadsheets, word processing and presentation software
  • Valid Florida Drivers License *or* valid license from another state for transfer within 30 days
  • HR Certification preferred (SHRM, HRCI or WorldatWork)

(*) If a candidate can not be identified with both a bachelors degree is a related field and the required experience, candidates with a higher level of education or experience specifically in compensation, classification and/or project management may be considered

Knowledge, Skills, and Abilities

  • Working knowledge of:
    • Federal/State/Local employment laws and regulations related to employment and public sector.
    • performing project research and analysis to develop recommendation, research methods, job evaluation methods, structural and functional relationships among jobs and concepts of classification.
    • human resources information systems (HRIS) including maintenance and reporting.
  • Ability to:
    • work on multiple tasks with competing priorities and manage appropriately.
    • critical thinking skills to identify strengths and weaknesses or alternative solutions, conclusions or approaches to problems.
    • analyze data, perform technical calculations and prepare reports based upon findings.
    • develop positive working relationships.
  • Excellent professional communication skills necessary to interact with internal customers at all levels of the organization, and external customers to include management, agency contacts, and the public.

  • Detail oriented with ability to produce professional and accurate work products.




Work Environment: 95% inside a climate controlled building. 15% field work.

Physical Requirements: The essential functions of the job require: sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent: fine manipulations and grasping, with occasional: repetitive motion and lifting/carrying objects up to 15 pounds. On rare occasions the work requires: bending/stooping, kneeling, pulling, pushing, reaching, lifting/carrying objects weighing up to 44 pounds.

Sensory Requirements: Hearing: Sufficient to clearly understand what others are saying in normal conversation and on the telephone. Speaking: Sufficient to communicate verbally with others and speak effectively on the telephone. Seeing: Sufficient to see and read computer monitor screens and read normal and/or fine print.

Office Machines & Software: Advanced working knowledge of spreadsheets, word processing, presentation, databases, report writers and email software and standard business machines such as computers, laptops, projectors, telephone, fax, photocopier, printer and calculator.
