The City of Gresham has an exciting opportunity for an experienced and versatile HR professional to fill an 18-24 month* limited term (LTE) position primarily performing projects in the areas of classification and compensation, HR program administration and some employee relations activities. The limited term assignment is to backfill HR services while designated HR staff support the development of the HR and Payroll modules associated with implementation of a new Citywide ERP system. 

The LTE Senior HR Analyst will join a team of customer-oriented HR professionals who support the entire city by providing guidance and consultation on a wide variety of human resources functions and complete HR projects necessary for the success of its workforce.

The LTE Senior HR Analyst will report to the HR Director and has substantial responsibility for performing a variety of responsible, and analytical projects in support of the City's classification and compensation systems.  The incumbent will be instrumental in leading the City's response to the new Oregon Pay Equity law and steering the City's efforts in redesigning and modernizing its classification structure to incorporate City values and competencies and update essential and preferred qualifications.  The incumbent will also perform market-based compensation projects to ensure City classifications are competitive in the local government market. The incumbent may also serve as a professional HR resource in other areas including performance management, corrective action, policies and practices, employment laws and regulations, and union contract implementation.  As a Senior HR Analyst there are opportunities to lead and mentor others on the HR team on projects and assignments.

Some of the interesting functions and responsibilities of this position include, but are not limited to:
  • Advise the City's Executive Leadership Team and HR Director on improvements to the City's classification and compensation systems to ensure alignment with legal requirements and City policies.
  • Perform classification reviews on individual employees, or groups of employees, for employee reclassification.
  • Analyze job(s) and recommend classification language changes to ensure essential and preferred job responsibilities are accurately documented on written classification specifications.
  • Write new and update current classification specifications.
  • Conduct market-based salary studies based on the City's defined market comparables; recommend salary grades based on external market and internal alignment factors.
  • Serve as project lead for large scope job family reviews and lead the work of other HR staff serving on the project. Ensure project timelines and milestones are met.
  • Provide professional human resources advice and assistance to managers and supervisors on matters of policy, performance management and employee relations and recommending and implementing appropriate strategies.
  • Answer questions from employees, supervisors, and managers regarding a wide variety of human resources policies, practices and procedures and union contract interpretation.
  • Develop and deliver training presentations to managers, supervisors and employees on human resources policy, procedures and practices and organizational development initiatives.
  • Maintain and monitor Human Resources Information System (HRIS) records and reports to ensure compliance with City policies and collective bargaining language.
  • Coordinate the work of outside contractors and/or consultants, as necessary
The Ideal Candidate: 
The ideal candidate will be a well-rounded Human Resources professional with a specific interest and applied experience performing classification and compensation work for a public agency, preferably in a unionized environment.  Ideally this position will be filled by someone who enjoys a challenge, wants to contribute to the success of a small HR team and is prepared to perform a wide range of assignments from routine to highly complex.  Successful candidates will be business partners who seek to understand City departments, their goals and the work being done throughout the City and possess strong interpersonal and relationship building skills. The position demands someone who is objective in performing analysis and formulating recommendations, and who knows when to consult or refer matters to others. A solid foundation of project and time management skills and a high attention to detail and accuracy of work is also necessary.

Minimum Qualifications:
  • Bachelor's degree in Human Resources, public administration or related field OR some college-level coursework and current professional HR certification; e.g., IPMA-CP or SCP; SHRM-CP or SHRM-SCP, PHR or SPHR; and
  • 5 years of professional experience in HR or HR related field with specialized knowledge and related experience in the area of classification and compensation.
Preferred Qualifications:
  • Experience working in a public agency and/or union environment.
  • Experience with HR Program administration and Employee Relations issues.
  • Strong coaching, counseling and listening skills and the ability to work in a variety of work environments.
