Job Summary

The Public Works Director applies management principles with critical impact on citizens and the organization. Incumbent exercises strategic and visionary thinking having organization-wide application and impact; develops and implements programs critical to the City; and exercises control and supervision of an assigned department and significant resources. Position will usually have responsibility for program outcomes across the Public Works Department. Incumbent may supervise staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.

Essential Job Duties and Responsibilities

  • Oversees the planning and implementation of all operations, processes, programs, and projects related to the Public Works Department; oversees operations of the Development Services, Planning, Facilities Maintenance, General Services, Operations, and Water & Sewer Divisions.
  • Directs the activity of the Public Works Department involving the administration of City and department-specific policies, procedures, programs, goals, and objectives, including responsibility for long-range planning; financial management; needs assessment; and supervision of professional and administrative staff and contractors for the department.
  • Prepares strategic plan and develops and executes special projects impacting department operations and activities; develops, implements and evaluates programs/projects in accordance with City and department plans and policies.
  • Develops, prepares and monitors expenditures associated with department budgets, grants, and other funding sources for programs and operations.
  • Represents the City and the Public Works Department to the public, elected officials, other agencies, other governments, committees, and organizations including making presentations, chairing and participating in meetings, conducting community outreach, and responding to requests for information.
  • Analyzes and reviews pertinent Federal, State and local laws, regulations, policies and procedures in terms of impact on assigned programs; oversees and ensures compliance as required.
  • Compiles, analyzes, and coordinates the development of narrative, statistical, progress, and evaluative reports related to department activities and administrative matters.
  • Performs other duties of a similar nature or level. 

Minimum Education, Experience and Certification

Bachelor’s Degree and five years of experience related to area of assignment, including three years of supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.  Licensed Professional Engineer preferred, but not required.

Successful applicant must possess a valid Texas Driver’s License and a good driving record prior to hire date.  Must obtain applicable NIMS certifications within 12 months of hire date.
