Scope of Work:

Perform responsible work in support of city engineering staff.  Provides project management and technical support for capital stormwater projects.  Manages the stormwater utility and overall stormwater management program.  All work performed under the general supervision of the City Engineer.

 Essential Job Duties:
  • Provides project management for stormwater capital projects from concept to completion
  • Works in support of the City Floodplain Administrator
  • Supports internal engineering endeavors
  • Responds to drainage complaints, recommends solutions and coordinates the implementation
  • Reviews development plans for compliance with Stormwater Management Ordinances
  • Provides internal drafting, estimation and budgeting support
  • Prepares annual stormwater budget
  • Responds to utility bill issues and credit applications and coordinates with Finance Department
  • Manages stormwater utility database and coordinates with Finance, I.T. and Building Department to ensure up-to-date database
  • Manages City's Stormwater Management Program and Utility
  • Updates City's Phase II Municipal Separate Storm Sewer System (MS4) Annual Report
  • Manages and coordinates the implementation of the City's NPDES MS4 and Storm Water Management Plan (SWMP)
  • Develops capital project priorities under direction of City Engineer
  • Perform related duties as required

 

 Physical and Environmental Conditions:
Ability to sit, stand, move, and drive to and from various work sites. During inspections, employee may be exposed to seasonal temperatures and must have the ability to kneel, twist, and climb.  Some moderate lifting (up to 50 pounds) may be required.  Will be required to wear protective clothing or equipment.
Applicant must possess basic skill in the use of a variety of office machines, including personal computers, printers, calculators, scanners and large document copiers.

 

 Required Qualifications:
Must have a valid Texas Driver's License and a good driving record.  Employee must be able to effectively communicate with the public and other staff members.

Must possess basic knowledge of engineering, management and budget preparation. Ability to monitor divisional budget. Ability to manage and communicate with employees and establish effective working relationships with other departments, contractors and staff members.

Must possess skill to observe, read, and interpret written technical materials and construction drawings.  Preference will be given to candidates who possess working knowledge of city codes and ordinances and other state and federal requirements regarding development planning and civil construction.

Must possess basic skill in developing and presenting information on work related subjects. Skill in performing basic engineering and mathematical functions. Basic skill in the operation of office equipment and computers.

Must possess a Bachelor's degree in Civil Engineering or related Engineering field. Five years experience in Civil Development construction trades preferred.  At least three (3) years of storm water management experience preferred.
