Scope of Work:

Perform responsible work in support of city engineering staff.  This position is responsible for managing technical and professional work in the review of development site plans, engineering drawings, and drainage reports for compliance with the City and State Code and other regulations.

 Essential Job Duties:
  • Conducts reviews of Development Submittals (commercial building permits, subdivision infrastructure, oil well permits, etc.) prepared by developers and engineer consultants to include: site layout and design, zoning review, City of Midland Comprehensive Plan consistency review, building placement, traffic analysis, roadway and transportation engineering, drainage and storm water management engineering, surveys, plats, deferrals, floodplain permits, exemptions, site utilities and other technical requirements.
  • Oversees development review staff and assigns appropriate resources to ensure timely reviews.
  • Enters review information into computer databases and other computer programs.  Prepares correspondence for communicating findings and issues to engineers and developers.
  • Meets with applicants and explains the Land Development Code and review process.
  • Develops infrastructure deferrals and development agreements documents and enters agenda items into agenda preparation software.
  • Coordinates review and recommends approval or denial of final Development Submittals and Certificates of Occupancy.
  • Conducts site visits to ensure construction is performed to the construction plans and that construction complies with all applicable state, federal, and local laws and regulations.
  • As appropriate, trains and evaluates the progress of other employees.  Recommends training activities to supervisor.

 

 Physical and Environmental Conditions:

Employee must have an ability to sit, stand and drive a vehicle to and from work sites.  During inspections, the employee will be exposed to seasonal temperatures while performing on-site duties.
 
Employee must have the ability to bend, kneel and climb while inspecting development sites. Employee's work in the office will require sufficient physical strength to lift submitted materials (plans and reports) regularly. 

Must possess advanced skill in the use of a variety of machines, including personal computers, printers, and calculators.  Preference will be given to applicants that have ability to use scanners and large document copiers.
 

 

 Required Qualifications:

Must have a valid Texas Driver's License and a good driving record.  Employee must be able to effectively communicate with other employees in the work group.  Must be able to correctly respond to questions from developers, engineers, inspectors, or city staff regarding work performed or applicable code regulations related to a development review.

Must coordinate effectively with other city departments, developers, and engineers when conducting reviews or scheduling work.  Must possess skill to observe, read, and interpret written technical materials and construction drawings.  Skill in the use of a variety of machines, including personal computers, printers, calculators, scanners and large document copier is preferred.
 
High school diploma or equivalent GED plus 7 years of experience in civil development construction trades.  College degree or certifications preferred.  Completed college semesters will be evaluated and may be credited as work experience.  Extensive knowledge of state, federal, and local laws and requirements regarding planning/development practices.
 
Extensive knowledge and skill in observing, reading and interpreting written technical materials and construction drawings. Extensive knowledge of city codes and ordinances and other state and federal requirements regarding development planning and civil construction.
 
Extensive knowledge of engineering standards and construction practices for water, sewer, street and drainage design.  Intermediate skill in drafting with computer aided design systems such as AutoCAD.
