Description

Salary:  $25.71 - $28.00 per hour (Depending on Qualifications)

Overview:

Must be a self-starter with excellent computer skills.  Serves in the absence of the Director of Human Resources.  Coordinates and managers assigned programs and areas of responsibility that support Human Resources functions.  Provides advanced expertise in a variety of human resource activities to include employee relations, training and compensation.

Examples of Duties:

  • Performs reconciliations in relations to property taxes, 941 taxes, street assessments, and the City's bank account; ensures banks statements balance against general ledger totals.
  • Manages and resolves complex employee relations issues.  Conducts effective, thorough and objective investigations.
  • Plan, develop and deliver training programs to employees at all levels within the organization.
  • Implements and annually updates compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors the performance evaluation program and revises as necessary.
  • Plan , design, develop, implement, and evaluate human resources programs within the assigned area of specialization.
  • Respond to benefit inquiries and assist employees in resolving benefit issues; process changes to individual employee benefits.
  • Compile and analyze statistical data; prepare and maintain a variety of monthly and quarterly reports.
  • Conduct research and respond to a variety of inquiries from employees and retirees.
  • Perform other duties as assigned or required.

Typical Qualifications:

Bachelor's Degree in related field, plus two years' experience in compensation, training or employee relations; OR an equivalent combination of education and experience.  Must have worked in a dedicated Human Resources department.  Must possess a valid Texas Driver's License.   Skills testing required.
