Director of Purchasing and Fleet

Summary: Organizes, directs and controls centralized purchasing, Warehousing and Printing/Mail functions for the City. Directs the activities and personnel in the Equipment Services Department; plans and manages the usage, replacement, maintenance and repair of all City duty vehicles, specialty vehicles and heavy equipment; assures that all maintenance and safety standards are met.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Prepares and recommends annual commodity contract awards for purchases.
  • Administers the formal bid and request for proposal process by preparing, reviewing and evaluating specifications for all purchases other than Public Work construction jobs. Responsible for insuring that all purchases above the limit for competitive bidding meet the requirements as prescribed by state law.
  • Presents written recommendations for formal bid awards to the director of the using department based on the evaluation of results.
  • Consolidates the needs of the various departments for materials, services and equipment.
  • Prepares reports and budget requests describing Purchasing and Equipment Services Department operations.
  • Manages budget for the Purchasing and Equipment Services Department. This includes operating and annual capital budgets.
  • Evaluates and makes decisions on inventory control based on periodic warehouse inventories and reports.
  • Conducts pre-bid, pre-proposal conferences.
  • Promotes positive vendor relations as well as internal and external customer service.
  • Develops procedures and organizes resources to obtain maximum efficiency and production within areas of responsibility.
  • Plans and manages the usage, replacement, maintenance and repair of City vehicles and equipment.
  • Inspects vehicle and equipment fleet units; develops and manages preventive maintenance programs; monitors work sites to assure that safety rules and regulations are followed and that the work zones and equipment are in safe operating condition; reports and resolves safety and security issues, accidents and injuries.
  • Coordinate the maintenance of the assigned fleet maintenance facility.
  • Directs vehicle and equipment replacement program; consults with City staff to develop priorities.
  • Analyzes operational information, evaluates trends and assures Equipment Services department issues are properly addressed and resolved; assures that vehicle and equipment maintenance work activities are in compliance with City policies, work methods and procedures and all safety standards.
  • Determines and implements policy and procedures for activities in purchasing, warehouse and main printing functions for the City.
  • Staffs and develops the management of personnel skills of supervisors of both departments.
  • Manages the procurement card function, manages the cooperative purchasing program and recommends when it should be used.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines: Bachelor's Degree in Business, Public Administration and five (5) years of purchasing experience OR a high school diploma and ten (10) years experience in City purchasing.

Acquisition of light/heavy duty vehicles and equipment is preferred.

Two years  in a supervisory capacity required.

Three year's experience with developing and maintain large scale budgets required.

License and certification requirements: A valid Texas State Driver's License is required. Certified Purchasing Manager (CPM) certificate a plus.

Knowledge of:

  • State and federal laws, statutes, rules and regulations governing municipal procurement activities.
  • City codes, policies and procedures related to procurement activities.
  • Principles and practices of public sector purchasing, accounting and records management.
  • Principles of inventory control and materials management.
  • Principles of contract management, development and negotiation.
  • Cost effective fleet service and maintenance as well as fleet vehicle uses.

Skill in:

  • Interpreting and applying purchasing standards and procedures, applicable state and federal rules and regulations and City policies and procedures.
  • Analyzing and interpreting contracts and technical documents and identifying technical errors.
  • Interpreting customer needs and solving difficult customer service issues.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Supervising staff and delegating tasks and authority.
  • Establishing and maintaining cooperative working relationships with co-workers and vendors.
  • Operating a personal computer utilizing a variety of business software.
  • Communicating effectively verbally and in writing.

Ability to:

  • Interpret requirements that are written or communicated orally.
  • Read and interpret local/state/federal ordinances to check for compliance.

 

Physical demands and working environment: Work is performed in a standard office environment.
